미국, ‘환경성 온전성’ 기반 하천생태계 평가

샘플채집-정보분류-지속관찰 등 3단계 조사로 오류 최소화

미 환경청(EPA) 브랜다 래쉬레이(Brenda Rashleigh) 박사는 미국의 하천생태계 건강성 평가 분야 권위자이다.

브랜다 래쉬레이 박사는 지난해 10월30일 서울프레스센터에서 국립환경과학원과 한국하천호수학회가 공동 주최한 ‘하천 수생태계 건강성 증진을 위한 국제 심포지움’에 초청을 받아 방한하여, ‘미국의 하천생태계 건강성 평가 - 계획, 방법 및 분석(Biological assessment of streams and rivers in U.S. - design, methods, and analysis)’이라는 주제로 기조연설을 했다.

미 의회는 미국 수역의 화학·물리·생물학적 온전성을 보전·유지하는 「수질청정법」을  1972년에 통과시켰다. ‘생물학적 온전성’이란 한 지역 내에 자연 서식환경의 다양성 중 구성 기능 조직과 비견할만한 미생물 군집을 지탱하고 유지할 수 있는 능력을 말한다.

수생물학적 온전성에 대한 개념도([그림 1] 참조)를 살펴보면 먼저 기후, 육지환경, 토지이용과 같은 요소로 시작한다. 생물학적 온전성은 바로 이러한 것들에 반응을 하는 것이며 이 요소들을 통해 수생물학적 온전성에 대한 스트레스 요인을 평가하고 유지한다. 수생물군은 생물학적 생태학에서 매우 중요하다. 채집과 식별이 쉬우며 유역 내에서 스트레스 요인에 잘 반응하기 때문이다.

생물 평가는 우선 그 목표를 세우면서 시작한다. 목표를 정하고 그 질문에 답을 하려는 의도와 노력에서 시작하는 것이다. 이 주제에 대한 질문의 목적은 과연 국내의 몇%의 수생물의 온전성이 좋은 상태인지 나쁜 상태인지 상황을 파악하고 평가하는 것이다.

또한 스트레스 요인에 대한 데이터를 수집한 후, 다른 지역 스트레스 요인의 상대적 위험성은 어떤 건지 연구하고 상황과 결부시켜 해답을 찾으려고 한다. 더불어 미국 환경청은 복원을 위한 가이드를 지원하고 있다. 이 과정을 통해 우리는 가장 효율적으로 수생태계 평가를 할 수 있는 지역을 찾고 그 부분을 강구한다.

 통계 기반한 수역 건강성·변화 추이 연구

현재 진행되고 있는 국가 수중 자원 조사(U.S. National Aquatic Resource Surveys (NARS))에 대해 설명하자면, 이 조사는 현재 미국 내 여러 수역의 생태계 평가를 하는 것으로 지난 42년간 「수질 청정법」이 도입된 이후 계속 진행되어오고 있다. 수역 내에 국가적 지역적으로 중요한 통계기반을 통해 수역의 건강성과 변화 추이에 대한 연구를 하고 그 결론을 제공 중이다.

국가가 진행하는 수생태계·수자원 조사 계획에 따르면 2006년에 조사를 시작했으며 2007년에 계획의 틀을 내놓은 후 2008년부터 2011년까지 4년간 현장조사와 연구실 조사를 단행했다. 이 과정에서 샘플과 데이터를 수집하고 계속 데이터를 관측했다.

이와 함께 샘플 분석도 함께 시행했다. 장기적인 프로젝트 관점에서 보면 새로운 연구방법과 새로운 방안을 조사 계획에 포함시키는 것이 중요하다. 이에 2012년부터는 데이터를 요약·보고·분석한 후 새로운 경험을 통합시키는 작업까지 진행하고 있다.

앞으로의 계획과 방법에 대해서 설명하자면 먼저, 계획 단계의 요소 중 가장 먼저 목표 개체 수를 정해야 하고 이어서 조사의 범위를 정해야 한다. 얼마나 많은 지역에서 샘플링하고 어디서 할지도 중요하기 때문이다.

그 다음으로 중요한 것은 분류다. 분류에서는 자연적인 변이성을 고려하는 것이 중요하며 인간에 의한 스트레스 요인의 영향을 평가도 해야 한다. 마지막으로 고려할 것은 참고해야 할 상태다. 비교 평가될 지역(자연 상태의 지역)이 어떤 상태에 있는지도 조사해야 한다.

조사 공간, 범위를 정하기 위해서는 지형의 스케일을 고려해야 한다. 어떤 범위 내에서 샘플링 할 것인지, 유역 단위로 어디에서 샘플링 할 지 염두에 둬야 한다. 우리는 보통, 직선 유역 구간을 일반적인 기준 장소로 보고 여기에서 다양한 서식환경에서 샘플링을 진행하고 있다.

 생태에 따른 지역 분류…조사 기준의 명확성

미국 전 국토 중에서 산악지역이 많은 콜로라도는 해안가가 많은 플로리다 지역과는 많은 것들이 다를 수밖에 없다. 미국의 국토는 워낙 크기 때문에 생태 지역에 따라서 중점을 두어야 할 지역을 분류화 해야 한다. 우리는 기후, 토양, 수리학, 식생에 따라 생태지역을 분류하고 있으며 각각의 생태 지역에서 샘플링 할 조사 기준을 선정한 후 조사하고 있다.

미국의 강·하천의 수생태계 평가를 위한 장소로 현재 1천개의 장소가 선택되어 있고 전체 지역 중 10%에 대해 추가적인 연구와 조사가 진행되는 중이다. 조사 지역을 선정하면 바로 조사 방법을 고려한다. 고려해야 할 것은 샘플 채집과 그것의 처리 과정이다. 현장과 연구실에서 사용되는 표준 절차를 우선 정하고 계절을 고려하는 것도 중요하다.  보통 미국에서는 봄과 초여름에 샘플링을 진행한다. 그 후에는 정보 입력을 하고 그 정보를 분류화 시킨 후 적극성과 이용가능성 범위를 정한다. 누가 정보 보안을 책임질 것인지 접근성과 이용가능성 범위를 정하는 것도 중요하기 때문이다. 다른 고려 요소는 품질 보증이다. 데이터에 있어서 에러 요소를 지속적으로 관찰하여 에러 가능성을 최소화하고 있다.

현재 우리는 조류와 무척추동물, 어류의 채집을 진행하고 있는데 이 과정에는 각각 장점이 있다. 조류가 유용한 분야는 단기영향평가다. 또한 무척추 동물은 가장 흔하고 잘 발달된 표준 절차가 있어서 이 방면에서 유용하다.

무척추동물은 대부분의 강, 하천에 분포하고 있어 쉽게 채집·이용 가능하며 어류는 시간과 단계에 따라 축적된 영향을 보여 주기 때문에 유용하게 쓰인다. 어류는 채집 및 식별이 용이한 장점도 있다. 각각의 종들을 채집하기 위해 서로 다른 방법을 사용하고 있다.
 

 

 샘플 채집 후 생물학적 지표 생성

조류 샘플은 인공 기질과 글래스 슬라이드를 이용하여 채집하기도 한다. 대형 무척추동물은 직접 손으로 채집하거나 기질의 표면을 문질러서 채집하고 채집망을 이용하기도 한다. 어류를 채집하는 데에 있어서는 물고기가 전기장으로 물에 떠오르면 선망을 사용하는 전류어법을 사용하기도 한다.

그러나 대규모의 강에서는 서식지의 물리적인 변화가 일어나고 생물군도 변화된다. 그래서 채집 방법도 바뀌어야 한다. 더 큰 강에서는 대형 무척추동물을 채집하기 위해 락 베스킷과 같은 인공기질을 사용하기도 하며 플레이트 샘플러, 그랩 샘플러를 사용해 대형 무척추동물들이 군집으로 사는 곳에 설치해 채집한다.

지금은 이러한 분야에서 좀 더 진보한 방법으로 유전자기술, 세포를 사용하기도 한다. 큰 유역에서 작은 유역으로 영향이 미쳐가기 때문에 샘플링에 있어서 이런 요소를 고려하며 진행한다.
 

 
계획을 하고 방법을 만들어내면 이 데이터를 가지고 분석한다. 채집한 지역에서 데이터와 샘플을 모으고 이것을 하나의 지표로 만들어 내 생태계의 대표 특성들을 통합한다. 이 생물학적 지표를 통해 관측한 종을 기대치와 비교해 보고 지역마다 점수를 낸다. 이를테면 기준 지역은 1점으로 주로 나타나고 어떤 종이 없는 지역은 1보다 낮은 점수가 나타난다.
 

 

인간의 교란이 높아질수록 생물학적 온전성 지수는 낮아지며 인간의 교란이 낮을수록 온전성은 높아진다. [그림 3]에서 y축은 IBI(수생물 온전성 지수)며 x축은 인간이 만든 교란의 종점정도를 나타난다. 각 수치를 기준 지역에서 비교해 본 후 기준 지역보다 점수가 높을 수록 온전성이 높은 것이다.

기준점보다 5% 이하로 떨어지는 점은 환경적 온전성이 좋지 않은 지점으로 평가된다. 25% 이상인 지점은 환경성 온전성이 좋은 것으로 평가되고 5%와 25%사이는 어느 정도 양호한 것으로 삼는다. 이 같은 방법을 사용한 미국의 소하천 평가에서는 미국 전체의 무척추 동물을 봤을 때 70%가 좋지 않은 상태였다. 주로 동쪽의 고지대의 상태가 좋지 않았고 서부지역은 상태가 좋았다.

지금 새롭게 떠오르는 분야로 상대적 리스크를 개선하는 것이 있으며 이로써 결과를 어떻게 효과적으로 보고할 것인가와 이를 사용해서 어떻게 정책을 만들어내고 결정할 것인가를 연구하고 있다.

최근에는 생물학적 상태변화도 접근법(Biological Condition Gradient approach)이 도입되는 추세다. 이는 굉장히 새로운 컨셉으로 스트레스 요인들이 어떻게 영향을 미치는가를 평가하는 것이다. 이것을 통해서 큰 지역의 표준화가 가능해지게 된다.

생태 조사를 위해서 어류, 무척추 동물, 조류를 하천에서 수집하고 목표를 정하는 것으로 미국에서는 현 상태와 트렌드를 평가하게 되고 이것을 스트레스 요인과 연결해 복원에 대한 가이드를 만들어 나간다.
그리고 생태조사에 있어서 계획은 각기 다른 지역들을 그룹화하고 여기에서 스트레스 요인을 파악하고 기준 지역들을 파악하며. 각기 다른 환경 요소를 고려해 소하천과 대형 하천에 다 적용할 수 있다.

INTRODUCTION

Bioassessment is the use of biosurvey data to obtain information about the health of specific bodies of water. Biosurvey may measure the presence, condition, numbers, and types of fish, benthic macroinvertebrates, amphibians, algae, and plants.

Biological endpoints provide the advantages of being easy to measure, responsive to stress in the watershed over time; and often ecologically important. Bioassessment is most commonly conducted in rivers and streams; it can also be applied in lakes, wetlands, and estuaries. 

There are several applications of the results of bioassessment: to evaluate the biological status, condition, and trends for a water body; to distinguish among potential stressors; to establish credible relationships between stressors and impairments; and to guide efforts and evaluate the effectiveness of management actions, including protection and restoration (Barbour et al. 1999).

Bioassessment data are most effective when integrated with other measures of stream and river assessment, such as physical habitat, water chemistry, and landscape information (Angradiet al. 2009). We briefly review bioassessment methods, analysis, and some recent developments in both areas.

BIOASSESSMENT METHODS 

In the U.S., monitoring is typically conducted by federal and state governmental organizations, as well as non-governmental organizations (NGOs). A set of standardized methods has evolved at the federal level. National-level methods are provided by the U.S. Geological Survey (Moulton et al. 2002), and by the U.S. Environmental Protection Agency(EPA) (Barbour et al. 1999; U.S. EPA 2007).

Most U.S. states also collect these data, and have established protocols that are similar to the national protocols. Most common methods for collecting algae include artificial substrates and hand collection (scraping of rocks). Most common methods for macroinvertebrates include collection nets (Slack sampler, kick net) and “grab” samplers.

Most common methods for fish include electrofishing or seining. Additional methods have been developed for large rivers (Flotermersch et al. 2006). Seasonality is a consideration for methods development: the life cycles of algae and benthic macroinvertebrates, and the migration of fishes, can influence their distributions.         

Additional considerations include the sampling of representative habitat, rigorous sample tracking and preservation of samples for future identification, and preservation of archived samples of fish (Barbour et al. 1999).

Monitoring is conducted based on a sampling framework that describes the spatial distribution of sampling locations.  In order to generate an unbiased, representative assessment, a randomized design is often used. For large regions, stratification may be used to generate subregions that are more homogeneous.

For regional scale frameworks, Frimpong and Angermeier (2010) found that the best approach for stratification by zoogeographic and physiographic units. A challenge in the development of national-level assessment is that some regions are more degraded than others.

Herlihy et al. (2008) suggest that region-specific models be developed, which addresses this issue, where reference site quality and assessment thresholds are set by region. However, it makes the comparison across regions more difficult. This could be addressed by assessing these reference conditions against one another.

A recent review of monitoring design (Strobl and Robillard 2008) notes that monitoring network designs should consider input from policy and public sectors, as well as scientists and managers, and should be periodically reassessed.

 

Two future directions in bioassessment include recognizing the role of the stream network in influencing assemblages, and incorporating genetic and molecular techniques into bioassessment. Recent work (Hitt and Angermeier 2011) recognizes the importance of stream network position to bioassessment, where dispersal among streams influences fish community composition over small spatial scales (10km), and may influence certain metrics often used in bioassessment programs.

The development of molecular and genetic techniques is a future direction that is showing promise for early detection of stressor effects on individuals. A recent study by Pilgrim et al. (2011) hypothesized that DNA barcoding could provide greater discriminatory ability than current genus-level identifications of species, which could lead to more specific and sensitive assessments of water bodies, however, their analysis demonstrated limited advantages of this technique.


 

ANALYSIS 

Most water resource agencies in the U.S. use a multimetric approach for the analysis of bioassessment data (e.g., Karr and Chu 1999). A multimetric approach involves two steps: 1) selection and calibration of metrics, which can be combined into a multimetric index, and 2) the assessment and judgement of impairment. The selection of metrics is a well-documented activity (e.g., Barbour et al. 1999; Whittier et al. 2007).

Metrics should be tested for performance across the full human disturbance gradient in a region, in order to improve statistical confidence, and to reduce bias (Diamond et al. 2012).

A multivariate approach has also been used to analyze bioassessment data. Multivariate statistical analysis of biosurvey data can be used to assess stressor impairment (EPA 2000) and explore patterns in aggregations of taxa or taxon traits (Qian et al. 2012).

A popular technique is the generation of the Observed/Expected (O/E) ratio as an indicator for each site? the Observed taxa richness (O) is obtained from the field sampling at a site, and the Expected taxa richness (E) is calculated as the sum of statistically generated probabilities of occurrence for each taxa (Hawkins, 2012). Using this approach, a reference site is expected to have an O/E ratio of 1.0; a site impaired by stressors will have a value <1. A similar multivariate approach is used by water resource agencies in Europe and Australia (Wright 2000).
Another direction is the use of a Biological Condition Gradient approach, which allows the assessment of directional trends, summary of different methods to a common scale, and easier communication to bioassessment results to non-scientific audiences (Davies and Jackson 2006).

Results from the bioassessment can be summarized at regional and national levels. For example, Paulson et al. (2008) reported that for the first U.S. Wadeable Streams Assessment, data collected at 1392 randomly selected sites yielded the result that 42% of the length of US streams was in poor condition compared to best available reference sites, 25% was in fair condition, and 28% was in good condition.

A current challenge is the comparability of different bioassessment programs, Cao and Hawkins (2011) provided several recommendations for improving how different bioassessment programs can be integrated.
Hughes and Peck (2008) describe the challenges of reaching a compromise between scientific rigor, consistent and practical implementation over large regions and many participants, and the realities of time and money; they emphasize the importance of advance planning, standardized methods, and cooperative research.
