[두바이] Jebel Ali 발전소에 담수용량 추가 확보 준비
두바이 수전력청(Dubai Electricity and Water Authority, 이하 DEWA)이 Jebel Ali 발전소에 새로운 담수화 시설을 개발하려는 계약의 세부내용을 밝혔다.
약 440만 달러 규모의 자문 서비스 계약은 하루 당 18만2천㎥을 생산해내는 용량의 공장 설비와 관련한 것으로, 오는 2020년 완공을 목표로 하고 있다. 이에 대한 발표는 ‘2021 두바이 개발 프로그램 계획’에서 있을 예정이다.
Jebel Ali 발전소는 UAE 최대의 전력 생산 및 담수화 공장으로, 8개의 담수화 유닛으로부터 하루당 총 63만6천㎥의 물을 생산해 낸다.
DEWA는 담수화 사업에 있어 다단플래쉬법(이하 MSF)에 대한 의존도를 줄이고 기존의 발전소를 ‘2050두바이클린에너지전략’에 따라 태양광 발전으로 바꾸려 노력을 다하고 있다.
DEWA의 최고경영자인 Saeed Mohammed Al Tayer는 “DEWA가 선택한 역삼투 기술은 MSF보다 약 90%나 더 적은 동력을 사용한다”라고 말했다. 현재 두바이(Dubai)는 하루 당 약 210만㎥의 담수를 생산해 내고 있으며, 이 중 약 6%에 해당하는 물만 역삼투로 생성되고 있는 실정이다.
두 개의 열회수 터빈 동력기와 한 개의 배압 터빈을 포함한 Jebel Ali 발전소 확장 계약은 지난 2015년 Siemens사에게로 돌아갔으며 오는 2018년 완공을 목표로 하고 있다고 알려졌다.

Dubai prepares to add desalination capacity at Jebel Ali Power Station
Dubai Electricity and Water Authority (DEWA) has unveiled details of a contract handed to an unnamed company to develop a new desalination facility at Jebel Ali Power Station.
The AED16.3 million ($4.4 million) advisory services contract concerns a 40 million imperial gallons per day (182,000㎥/d) capacity plant, to be completed by 2020. The announcement comes as DEWA strives to meet targets set in the Dubai Plan 2021 development programme, and Dubai prepares to host World Expo 2020.
Jebel Ali Power Station is the largest power production and desalination plant in the United Arab Emirates, producing 140 million imperial gallons per day (636,000 m3/d) of water, from eight desalination units.
DEWA wants to reduce reliance on multi-stage flash distillation for desalination in favour of more energy efficient reverse osmosis technologies, and to retrofit existing power plants with photovoltaic solar panels, in line with the Dubai Clean Energy Strategy 2050.
"DEWA has chosen reverse osmosis technology, which uses 90 per cent less power than multi-stage flash distillation," said DEWA chief executive, Saeed Mohammed Al Tayer. Dubai produces 470 million imperial gallons per day (2.1 million m3/d) of desalinated water, of which 6 per cent is through reverse osmosis.
A contract to expand Jebel Ali Power Station, including adding two heat recovery team turbine generators and one back pressure steam turbine, was awarded to Siemens in 2015, and is scheduled to complete by 2018, reported www.power-technology.com.
