[미국] EPA, 오마하 수처리 시설로 WIFIA 자금 지원 

미국환경보호국(EPA)은 네브래스카주 오마하시(Omaha City)에 새들 크릭 분지 수처리 시설(Saddle Creek Retention Treatment Basin) 설치를 위한 자금 조달을 돕기 위해 6천970만 달러의 대출을 승인했다. 이것은 EPA의 수자원 재정 및 혁신법(WIFIA) 프로그램에 의거하여 발행된 두 번째 대출이다.

EPA 총책임자인 스콧 프루잇(Scott Pruitt)은 "EPA의 오마하에 대한 WIFIA 대출을 통해 우리는 심장 지대의 수처리 시설에 투자하고 EPA의 핵심 책임 중의 하나인 ‘미국의 깨끗하고 안전한 물을 제공하겠다’는 약속을 지키고 있다"라면서 "이 수처리 시설 프로젝트는 좋은 일자리를 창출하고 지역 수질을 개선하며 40만 명 이상의 네브래스 주민들의 건강을 보호할 것"이라고 말했다. 

습기가 많은 날씨 동안에는 새들 크릭 분지(Saddle Creek Retention Basin)의 하수도 시스템이 빗물과 함께 넘쳐흐르고 수백만 갤론의 오염된 유출수와 하수가 미주리강(Missouri River) 지류인 리틀 파피 리언 크릭(Little Papillion Creek)으로 유입된다. 

새들 크릭(Saddle Creek) 복합 하수관을 통해 집수하여 처리할 수 있는 상류 처리장이 오는 2022년에 완공되면 습기가 많은 날씨에 매일 하천과 빗물을 최대 3억2천만 갤런씩 모아서 처리할 수 있다. 이는 지역의 수질오염과 공중보건 및 환경보호 성과가 90% 이상 감소시킬  수 있다. 

진 스토테르(Jean Stothert) 오마하 시장은 "오마하시는 모든 차원에서 EPA와 긴밀하게 협력하여 미래를 위한 지속 가능한 방식으로 오마하 프로그램을 위한 Clean Solutions를 실행하고, 이 프로젝트에 대한 이자로 2천만 달러를 절약했다"면서 "우리는 Water Infrastructure Finance and Innovation Act에서 저리 융자를 받을 전국적으로 11개의 프로젝트 중 하나로 선정하게 된 것을 기쁘게 생각한다. 이 도움을 받기 위해 Saddle Creek Retention Treatment Basin 프로젝트를 선정해 주신 EPA에게 감사드린다"고 말했다. 

이 프로젝트의 건설비용은 9천300만 달러에서 1억3천만 달러 정도이다. 전체 프로젝트는 1 억4천220만 달러의 비용이 소요될 것으로 예상되며, EPA의 WIFIA 대출은 연구, 설계, 건설 관리, 검사, 수질테스트, 토지 취득 및 건설비용을 포함한 프로젝트 비용의 거의 절반을 지원한다.  

WIFIA 프로그램은 고정 이자율이 낮은 대출을 제공하기 때문에 EPA의 대출은 오마하시를 2천만 달러까지 절약할 것으로 예상된다. 프로젝트 건설은 2019년 봄에 시작될 예정이며 165개의 건설 일자리를 창출할 것으로 기대하고 있다. 

피트 리켓(Pete Ricketts) 네브래스카 주지사는 "네브라스카에서 고품질의 수처리 시설을 건설하려는 우리의 노력을 지원해준 EPA와 총책임자인 프루리트(Administrator Pruitt)에 감사드린다"라고 말한 후, "인프라를 현대화하고 업그레이드하는 것은 훌륭한 삶의 질을 제공하고 주 전역과 오마하 지역 사회를 성장시키는 데 핵심이 될 것이다"라고 말했다. 

뎁 피셔(Deb Fischer) 공화당 상원 의원은  "오마하로가는 약 7천만 달러의 WIFIA 대출은 도시 지역 네브래스카에게는 큰 문제"라면서 "나는 오마하의 새들 크릭 분지(Saddle Creek Basin)에서 하수도 오버 플로우 문제를 공동으로 해결하는 데 도움이 될 이 투자를 제공하기 위해 지역 지도자들과 EPA와 협력했다. 이 지원을 제공하면 가정에 대한 경제적 스트레스를 완화하는 동시에 네브래스카 주민들에게 깨끗한 물에 대한 접근을 보호함으로써 건강하고 안전하게 지낼 수 있다"고 강조했다. 

단 베이컨(Don Bacon) 공화당 하원의원은 "이것은 오마하 지역 사회에 좋은 소식이다. 우리 주정부가 WIFIA 대출과 같은 우리의 수처리 시설 요구를 해결할 수 있는 유연성을 제공하는 연방 프로그램은 네브래스카가 시민들에게 더 나은 서비스를 제공하고 오마하에서 공중 보건을 향상시킬 수 있게 해줄 것"이라면서 "연방, 주 및 지방 파트너의 협력으로 이 대출은 일자리를 창출하고 커뮤니티의 장기 성장에 기여할 것이다" 라고 말했다. 

EPA 지역 관리자인 짐 글리포드(Jim Gulliford)는 "Saddle Creek 프로젝트는 하수도가 오버 플로우되는 것을 방지하기 위해 수로를 보호하기 위해 착수한 도시 중 하나"라면서 "WIFIA 대출은 Saddle Creek Basin에서 수처리 시설을 현대화하기 위해 오마하시에 즉각적인 자본을 제공해야 한다"고 강조했다.

WIFIA funding awarded to Omaha water treatment plant

The U.S. Environmental Protection Agency (EPA) issued a $69.7 million loan to the City of Omaha, Nebraska, to help finance its Saddle Creek Retention Treatment Basin. This marks the second loan to be issued under EPA’s Water Infrastructure Finance and Innovation Act (WIFIA) program.

“Through EPA’s WIFIA loan to Omaha, we are investing in the Heartland’s water infrastructure and following through on our commitment to uphold one of EPA’s core responsibilities: providing Americans with clean and safe water,” said EPA Administrator Scott Pruitt. “This water infrastructure project will produce good jobs, improve local water qualitywfuwqfbsb, and better protect the health of more than 400,000 Nebraskans.”

During wet weather events, the combined sewer system in the Saddle Creek Basin fills with stormwater and overflows, sending millions of gallons of polluted runoff and sewage into the Little Papillion Creek, a tributary of the Missouri River. When the Saddle Creek Combined Sewer Overflow Retention Treatment Basin is completed in 2022, it will collect and treat up to 320 million gallons of wastewater and stormwater daily that would have spilled into the creek during wet weather. This represents a nearly 90 percent cut in local water pollution and a significant public health and environmental protection achievement.

“Omaha has worked closely with the EPA at all levels to execute the Clean Solutions for Omaha Program in a way that will be sustainable for the future and save our ratepayers about 20 million dollars in interest on this project,” said Mayor of Omaha Jean Stothert. “We are pleased to be selected as one of 11 projects nationwide that will receive this low interest financing from the Water Infrastructure Finance and Innovation Act. I want to thank the EPA for selecting the Saddle Creek Retention Treatment Basin project for this assistance.”

The project has an estimated construction cost of $93 to $103 million. The overall project is estimated to cost $142.2 million and EPA’s WIFIA loan will help finance nearly half of the project’s eligible costs, including study, design, construction administration, inspection, material testing, land acquisition, and construction costs. Because the WIFIA program offers loans with low, fixed interest rates, EPA’s loan is expected to save the City of Omaha up to $20 million. Project construction is scheduled to begin in spring 2019 and will create 165 construction jobs.

“The WIFIA loan of nearly $70 million going to Omaha is a big deal for Nebraskans in the metro area,” said Senator Deb Fischer (R-NE). “I worked with local leaders and the EPA to deliver this investment, which will help the community address combined sewer overflow issues in Omaha’s Saddle Creek Basin. Providing this assistance will alleviate some of the financial stress on households while also protecting Nebraska families’ access to clean water so they can stay healthy and safe.”

“The Saddle Creek project is one of 60 the city has undertaken to protect waterways from combined sewer overflows,” said EPA Region 7 Administrator Jim Gulliford. “The WIFIA loan should provide the City of Omaha immediate capital to modernize their water infrastructure at the Saddle Creek Basin.”

Background
Established by the Water Infrastructure Finance and Innovation Act (WIFIA) of 2014, the WIFIA program is a new federal loan and guarantee program at EPA that aims to accelerate investment in the nation’s water infrastructure by providing long-term, low-cost supplemental credit assistance for regionally and nationally significant projects.

In April 2018, EPA announced the availability of additional WIFIA funding that could provide as much as $5.5 billion in loans, which could leverage over $11 billion in water infrastructure projects. This year’s WIFIA Notice of Funding Availability highlights the importance of protecting public health including reducing exposure to lead and other contaminants in drinking water systems and updating the nation’s aging infrastructure. Prospective borrowers seeking WIFIA financing in 2018 must submit a letter of interest by July 31, 2018.

According to EPA’s estimate of drinking water and wastewater needs, over $743 billion is needed for water infrastructure improvements. The WIFIA program plays an important part in fulfilling this need and in the President’s Infrastructure Plan, which calls for increasing the program’s funding authorization and expanding project eligibility.
