[미국] EPA, 뉴햄프셔지역 청정수 프로젝트 2천700만 달러 이상 지원
 

미국 환경보호국(EPA)은 뉴햄프셔주는 시립 하수처리장 및 공공 식수 시스템 개선 등 수자원 기반시설 프로젝트에 자금을 지원하기 위해 청정수 및 수자원 상태 회복을 위한 융자기금(Clean Water and Drinking Water State Revolving Loan Fund , SRF) 보조금으로 총 2천714만7천 달러를 지원했다고 발표했다.

EPA의 뉴잉글랜드 지역 행정관(New England Regional Administrator)인 알렉산드라 던(Alexandra Dunn)은 "뉴햄프셔 전역의 공동체는이 자금으로 인해 깨끗한 물을 마시고 중요한 인프라 업그레이드를 할 것이다"라고 말했다.

 그는 또 "이 저비용 대출은 미국 공동체가 깨끗한 물, 안전한 식수 및 지역의 필요를 지원하는 데 필요한 기반 시설에 대한 접근성을 확보 할 수 있도록 하는 EPA의 노력을 더욱 증진시킨다"고 강조했다.

뉴햄프셔 환경부의 밥 스캇(Bob Scott) 서비스 감독관은 "깨끗한 물은 우리 모두에게 필수적으로, 뉴햄프셔 지역사회가 EPA 자금 및 제공하는 저금리 대출을 활용하면 식수, 우수 및 폐수 인프라를 유지하고 개선하는 데 도움이 될 것이다"라고 말했다.

자금의 총액은 Clean Water SRF 프로그램을 위한 1천604만 달러와 Drinking Water SRF 프로그램을 위한 1천110만7천 달러의 금액으로 뉴햄프셔 환경 서비스 부서(DES)에 별도의 보조금을 지급했다. 

이 기금이 주정부에 수여됨에 따라 DES는 우선 순위가 높은 수질 및 건강 관련 문제를 다루는 일련의 장기 및 단기 지역 사회 기반 프로젝트에 자금을 지원하게 된다. 

DES는 청정 수질 및 식수 SRF 프로그램의 모든 측면, 즉 엔지니어링 및 건설뿐만 아니라 그로 인해 자금 지원을 받는 개별 프로젝트와 두 프로그램 모두에 대한 재정적 감독을 감독 할 계획이다.

청정수 및 식수 SRF 프로그램에 따라 EPA는 50개 주와 푸에르토리코에 주립 수자원 프로그램 자금을 지원한다.  주정부는 연방 보조금과 일치시키기 위해 추가로 20%를 기부한다. 

EPA는 또한 콜럼비아 특별구, 미국령 버진 아일랜드, 아메리칸 사모아, 괌 및 북 마리아나 연방에 대한 직접 교부금을 제공하고 있다.  1987년 이래로 SRF는 3만8천 개의 수질 기반 시설 프로젝트와 1만4천 개의 식수 프로젝트에 1천600억 달러 이상의 재정적 지원을 제공했다.

Drinking Water SRF 하에서 주정부는 음용수 처리 개선, 새거나 오래된 파이프의 수리, 급수원의 개선, 완성된 저수조의 교체 또는 건축과 같은 다양한 형태의 지원을 제공한다.  Clean Water SRF 프로그램은 도시 하·폐수시설을 건설하고, 비점오염원을 통제하고, 분산 된 폐수처리 시스템을 구축하고, 녹색 인프라 프로젝트를 만들고, 하구를 보호하기 위한 자금을 제공하고 있다.

EPA Awards More Than $27 Million to New Hampshire to Support Local Clean Water Projects

(BOSTON) - Today, the U.S. Environmental Protection Agency (EPA) announced the State of New Hampshire was awarded a total of $27,147,000 in Clean Water and Drinking Water State Revolving Loan Fund (SRF) grants to finance community-based water infrastructure projects, such as upgrades to municipal sewage plants and public drinking water systems.

"Communities across New Hampshire will enjoy cleaner water and make important infrastructure upgrades thanks to this funding," said EPA New England Regional Administrator Alexandra Dunn. "These low-cost loans further EPA's commitment to ensuring American communities have access to clean water, safe drinking water and the infrastructure necessary to support local needs."

"Clean water is essential for all of us. It is critical for New Hampshire communities to take advantage of this EPA funding and the low-interest loans it provides, which will help to maintain and improve our drinking water, storm water and wastewater infrastructure," said Bob Scott, New Hampshire Department of Environmental Services Commissioner.

The total amount of funding came through separate grants to the New Hampshire Department of Environmental Services (DES) in the amount of $16,040,000 for its Clean Water SRF program and for $11,107,000 for its Drinking Water SRF program. With the funds awarded to the state, the DES will fund a series of long- and short-term community-based projects that address high priority water quality and health based concerns. The DES will oversee all aspects of the Clean Water and Drinking Water SRF programs including the engineering and construction, as well as the individual projects funded by it, and the financial oversight for both programs.

Under the Clean Water and Drinking Water SRF programs, EPA provides grants to all 50 states plus Puerto Rico to capitalize state water loan programs. States contribute an additional 20 percent to match federal grants. EPA also provides direct grant funding for the District of Columbia, U.S. Virgin Islands, American Samoa, Guam, and the Commonwealth of Northern Marianas. Since 1987, the SRFs have provided more than $160 billion in financial assistance to 38,000 water quality infrastructure projects and 14,000 drinking water projects.

Under the Drinking Water SRF, states provide various types of assistance, including financing to improving drinking water treatment, fixing leaky or old pipes, improving source of water supply, and replacing or constructing finished water storage tanks. Clean Water SRF programs provide loans to construct municipal wastewater facilities, control nonpoint sources of pollution, build decentralized wastewater treatment systems, create green infrastructure projects and protect estuaries.
