[인도] 세계 최대 양수 관개 프로젝트

인도 남부의 건조지역인 텔랑가나(Telangana)의 오랜 꿈이 현실이 되고 있다. 바로 Kaleshwaram 양수 관개 프로젝트(Kaleshwaram Lift Irrigation Project, KLIP)가 가동 준비를 완료함에 따라, 이 지역 주민이 겪어온 물 문제가 곧 끝날 전망이다.

카림나가르(Karimnagar) 지구 Laxmipur 마을 Ramadugu에 위치한 일류 KLIP Package 8 양수장 덕분에 고다바리강 삼각주에서 1년 내내 저수지에 물을 유효하게 저장할 수 있게 됐다. KLIP의 핵심으로 여겨지는 이 거대한 펌프실은 뛰어난 공학 기술의 경이로움을 보여준다. 바로 지구 표면 아래 330m 지점에 건설된 세계 최대의 지하 양수장이기 때문이다.

관개를 위한 물 저장 강화, 높아진 지하수 높이 및 연계 농업 활동, 어업, 관광 등을 통한 생계 개선 기회로 인해 텔랑가나의 전반적인 풍경이 달라질 것으로 예상된다. 이 독특한 양수장은 고다바리강의 물을 다시 이 강으로 역펌프질하기 때문에 그 과정에서 건조했던 텔랑가나 지역에 활기를 불어넣을 전망이다. 

MEIL 사장 B. Srinivas Reddy는 package 8 지하 양수장과 관련해 "이 양수장은 지하 330m에 건설됐으며, 쌍둥이 터널과 세계 최대의 써지 풀(surge pool)을 갖춘 굉장한 지하 양수장"이라며 "세계적 초대형 프로젝트인 이 양수장은 각 모터의 용량이 139MW에 달하는 7개의 모터로 운영된다"고 말했다.

이어 그는 "이들 모터는 매일 2TMC에 달하는 물을 양수할 수 있다"면서 "이 거대한 모터는 전산 유체 역학(computational fluid dynamics, CFD) 기술로 인도에서 개발한 만큼 '메이크 인 인디아'의 진정한 예"라고 설명했다. 또한, "KLIP의 가장 중요한 특징은 3,057MW 용량에 달하는 전기 기반시설을 완공한 것"이라며 "이 기반시설은 6개의 400KV와 220KV 변전소, 변압기, 260km 송전선, 7km 400KV XLPE 지하 케이블로 구성된다. 어떤 기준에서 보든 이 프로젝트는 세계에서 가장 혁신적인 메가 프로젝트이며, 이 거대한 과제를 완성한 공로는 MEIL에 있다"고 덧붙였다.

이 지하 시설의 구조와 규모는 실로 엄청나다. 이 양수장을 돌아다니다 보면 여러 층으로 이뤄진 거대한 지하 쇼핑몰에 온 듯한 착각이 들 정도다. 일반적으로 양수 관개 프로젝트용 양수장은 더 높은 위치로 물을 펌프하기 위해 강둑 근처의 지상에 건설된다. 그러나 이 독특한 대형 구조물(세계에서 동종 최초의 구조물)은 지면에서 300m 아래 건설됐으며, 1일 펌프 용량이 2TMC에 달한다. 

들어오는 물을 지하에서 빼낼 양수장과 써지 풀을 건설하고자 거대한 지하 동굴들을 발굴했으며, 이곳에서부터 물을 양수하고자 펌프와 모터들을 설치했다. 과학과 기술을 근간으로 인간이 만든 이 공학 기술의 경이로움을 구현하고자 지구 표면 아래 330m 지점에서 21.6lakh CuM에 달하는 토양을 채굴했으며, 4.75lakh m3에 달하는 콘크리트로 양수장을 건설했다. 

세계 어느 곳에도 깊이 140m, 너비 25m, 높이 65m에 달하는 이처럼 거대한 동굴은 존재하지 않는다. 양수장 서비스 공간은 지하 221m에 위치한다. 펌프 공간, 변전소 및 제어실은 각각 지하 190.5m, 215m, 209m에 위치한다. 이 양수장은 나란히 건설된 쌍둥이 터널로 구성되며, 각 터널의 길이는 4,133m이고 지름은 10.5m에 달한다. 각 모터를 작동시키려면 139MW의 전력이 필요한 만큼, 압축기와 더불어 160KVA 용량의 펌프 변압기를 성공적으로 설치했다.

이 지하 구조물에서 가장 놀라운 부분은 양수장 내에 위치한 써지 풀이다. 펌프질이 중단 없이 이어지도록 하기 위해 이 써지 풀을 만들어 충분한 물을 저장하고 있다. 지하 138m에 설치된 터빈 펌프도 이 프로젝트의 또 다른 독특한 특징이다. 각 모터 펌프의 중량은 약 2,376미터톤에 달한다. 각 펌프 유닛의 크기는 실로 엄청난 것이다. 이런 이유로 이들 모터를 '바후발리 모터(Bahubali motor)'로 부르기도 한다. 

이처럼 복잡한 고급 전기-기계 작업을 진행하면서, 30년 동안 풍부한 기술 전문지식을 구축한 Megha Engineering Infrastructure Limited (MEIL)는 제때 농지에 물을 공급하고 텔랑가나의 물 부족 문제를 해결하고자 하는 사명으로 이 프로젝트를 시행했다.

Constructs World's Largest Lift Irrigation Project: KLIP - Package 8 Pumping Station 

 HYDERABAD, India, Aug. 12, 2019 /PRNewswire/ -- The long-standing dream of Telangana, a dryland area in South India is now turning out to be a reality. The water woes of the people of this area will soon come to an end as the Kaleshwaram Lift Irrigation Project (KLIP) is all set to commence its operations. The critical stage of the prestigious Kaleshwaram Lift Irrigation Project (KLIP) Package 8 Pumping Station at Ramadugu in Laxmipur village of Karimnagar district would enable live storage of water in reservoirs throughout the year in the Godavari River Belt. This colossal pump house, considered as the heart of KLIP, is an outstanding engineering marvel as it is the world's largest underground pumping station constructed 330 meters below the earth's surface. This would change the entire canvas of Telangana, with reinforced storage of water available for irrigation, raised ground water levels and enhanced livelihood opportunities for people through allied agricultural activities, fishing, tourism, etc. This unique pumphouse would enable reverse pumping of Godavari water into the same river thus rejuvenating the hitherto dry areas en route.

 Describing the package 8 underground Pumphouse, Mr B. Srinivas Reddy, Director, MEIL, said, "This is an extraordinary underground pumphouse, 330 meters below the ground with twin tunnels and the largest surge pools in the world. This is an ultra-mega project in the world, having 7 motors, each having a capacity of 139 megawatts. These motors can lift 2 TMC of water per day. This is the true example of 'Make in India' as these gigantic Motors are developed in the country with the computational fluid dynamics (CFD) technology. The most significant feature of KLIP is that it completed the construction of electrical infrastructure with 3057 MWs capacity that comprises six 400KV and 220KV substations, transformers and 260 kilometres of transmission lines, 7 kilometres of 400 KV XLPE under ground cable. In any parameters, this project is the world's most innovative mega project. And the credit goes to MEIL for accomplishing this gigantic task."

 The structure and size of this underground work is simply mind-boggling. Going around the pumphouse will remind one of visiting a huge underground shopping mall with multiple floors. Generally, pump houses for lift irrigation projects are built at ground level near river banks to pump water to a higher elevation. However, this unique super structure, the first of its kind in the world, is built at a location one-third of a kilometre below the ground with a pumping capacity of 2 TMCs of water per day. 

 Massive underground caverns have been excavated to construct the pumphouse and surge pools to lift incoming water from underground. Pumps and motors are being erected to lift water from there. For this man-made engineering wonder based on scientific and technological grounds, 21.6 lakh CuM of soil has been excavated from 330 meters beneath the surface of the earth to build a power house by using 4.75 lakh cubic meters of concrete. 

 Nowhere in the world, does such a huge cavern exist with a size of 140 meters depth, 25 meters width and 65 meters in height. PumpHouse Service Bay is located at 221 meters below the ground, while the pump bay is at 190.5 meters, transformer bay at 215 meters, the control room at 209 meters beneath the earth's surface respectively. The pumphouse consists of unique twin tunnels, built side by side. The length of each tunnel is 4,133 meters and the diameter is 10.5 meters. As each motor requires 139 MW of power to run, a 160 KVA capacity pump transformer along with compressor units have been set up successfully. 

 The most amazing part of this underground construction is the surge pools in the pump house. To ensure uninterrupted pumping, three surge pools have been built to store enough water. Erection of turbine pumps at a depth of 138 meters underground is another unique feature of the project. Each motor pump weighs around 2,376 metric tonnes and one can imagine the massive size of each pump unit. For this reason, these motors are called as 'Bahubali motors'.
