[미국] 물연맹, "미국민 물 인프라 투자에 찬성 압도적"

제5회 연간 물가치 지수에 따르면 84%는 연방정부가 물 인프라에 투자하기를 원한다고 한다. 시민들에 따르면, 사회기반시설은 연방정부의 조치를 위한 최우선 과제 중 하나가 되어야 한다.

4월 28일 발표된 '물의 가치(Value of Water)' 캠페인에 의한 새로운 여론조사에 따르면 미국민의 84%가 주 및 연방지도자들이 수자원 인프라에 투자하기를 원한다고 답했다.

'COVID-19' 전염병 가운데 만장일치로 지지를 받고있는 시들은 유권자들이 물을 소중히 여기며 선출된 공무원들이 인프라, 특히 식수 및 폐수 인프라에 대한 투자에 우선 순위를 두기를 원한다고 밝혔다.

5년 연속  '물의 가치(Value of Water)'  캠페인 여론조사는 연간 물가 지수에 대해 1천 명 이상의 미국민들을 대상으로 설문조사를 실시했다. 

여론조사는 시민들에게 '국가가 인프라 문제를 어떻게 해결해야 하며 어떤 우선 순위를 충족시켜야 하는지?'를 물었다. 물 인프라 투자에 대한 지원은 인구통계학적, 정치적, 지리적 부문에 걸쳐 삭감된다.

 주요 여론조사 결과는 다음과 같다.

- 미국인의 84%가 (47%가 강력하게 지원) 미국의 물 인프라 재건을 위해 연방 투자를 늘려야 한다고 응답했다.

- 8%가 미국의 인프라 재구축이 극단적으로 또는 매우 중요하다고 말한다. 미국인들은 의료 시스템 개혁, 유아 교육 확대, 오피오이드(opioid) 위기 종식 등 오늘날 대부분의 다른 문제들보다 국가의 기반 시설을 재건하는 것을 지지한다. 그것은 경제 강화와 비슷한 순위를 기록했다.

- 미국인의 23%가 기후변화에 대한 복원력을 높이기 위해 물 인프라에 투자하는 것을 지지하고 있으며, 심지어 1조 2천700억 달러가 소요될 수 있다고 말해도 그렇다.

- 미국인의 70%는 대통령과 의회가 물 기반 시설을 재건하는 계획을 개발하기를 원한다.

- 민주당 4명중 3명 이상(94%), 공화당(77%), 무소속(76%)이 연방 투자 확대를 폭넓게 지지하고 있다. 지원은 또한 성별, 연령대, 그리고 소득을 줄인다.

여론조사를 도왔던 페어뱅크(Fairbank),  매슬린(Maslin),  마울린(Maullin), 메츠(Metz) 및 어소시에이츠(Associates; FM3)의 파트너이자 사장인 데이브 메츠(Dave Metz)는 "'COVID-19' 위기는 사람들의 안전과 건강을 유지해야 할 필요성에 대한 여론을 날카롭게했다"라면서 "공중보건에 도움이 되는 수자원 기반 시설에 대한 투자는 이 환경에서 매우 중요한 것으로 여겨지고 있으며, 일반인은 일자리를 창출하고 경제를 강화할 수 있는 '삽질 준비된' 투자로 간주하는 경향이 있다"라고 말했다.

여론조사의 다른 파트너였던 뉴 브리지 전략(New Bridge Strategy)의 로리 웨이 겔(Lori Weigel)는 "'COVID-19'에 직면한 대중은 필요와 욕구에 대해 열심히 생각하고 있다. 음식, 쉼터, 물과 같은 니즈( Nee)는 현재에 있어서 근본적인 것으로 인식되고 투자할 가치가 있다. 그러한 인식은 이념과 지리적 경계를 넘어서는 사람들에 의해 공유된다"라고 강조했다.

미국 물연맹의 CEO이자 '물의 가치(Value of Water)' 캠페인 담당이사인 라디카 폭스(Radhika Fox)는 "물 유틸리티는 필수 서비스를 제공하고 공중 보건을 보호하며 지역 사회의 번영을 지원한다. 이 시스템은 수십 년 동안 지속적으로 운영되어 수리가 필요하다"라고 말했다.

그는 이어 "수자원 시스템에 필요한 투자와 매년 실제로 지출하는 것 사이의 큰 격차이며, 수십 년 동안 연방 정부의 수자원 인프라에 대한 기여는 급감했다. 물에 대한 투자는 공중 보건과 유권자들은 물에 투자하는 것이 최우선 과제라는 주 및 연방 지도자에게 명확한 메시지를 보내고 있다"라고 강조했다.

초당파적인 연구팀 FM3(D)와 뉴브리지 전략(R)이 여론조사를 실시하여 국가의 물 인프라에 대한 시민들의 의견을 물었다. 연구팀은 미국에서 'COVID-19' 전염병이 확산되기 시작한 시기인 3월 7일부터 18일까지 여론조사를 실시했다.

Voters Overwhelmingly Favor Investment In Water Infrastructure According To New Poll

Fifth Annual Value of Water Index finds 84 percent want the federal government to invest in water infrastructure; infrastructure should be one of the top priorities for federal government action according to voters.

Washington, DC ? A new poll by the Value of Water Campaign released today shows that 84 percent of American voters want state and federal leaders to invest in water infrastructure.

The near-unanimous support amid the COVID-19 pandemic reveals that voters value water and want elected officials to prioritize investing in infrastructure ? specifically, drinking water and wastewater infrastructure.

For the fifth year in a row, the Value of Water Campaign poll surveyed over 1,000 American voters for the annual Value of Water Index.

The poll asked voters how the nation should solve infrastructural issues and which priorities it should meet. Support for water infrastructure investment cuts across demographic, political, and geographic divisions.

 Key poll findings include:

- Eighty-four percent of Americans support (with 47 percent strongly supporting) increasing federal investment to rebuild the nation's water infrastructure.

- Eighty percent say rebuilding America's infrastructure is extremely or very important. Americans support rebuilding the nation's infrastructure more than most other issues today, including reforming the healthcare system, expanding early childhood education, and ending the opioid crisis. It ranked similarly to strengthening the economy.

- Seventy-three percent of Americans support investing in water infrastructure to increase resilience to climate change, even when told it could cost $1.27 trillion.

- Seventy percent of Americans want the president and congress to develop a plan to rebuild water infrastructure.

- More than three in four democrats (94 percent), republicans (77 percent), and independents (76 percent) broadly support increasing federal investment. Support also cuts across gender, age group and income.

Dave Metz, partner and president of Fairbank, Maslin, Maullin, Metz, and Associates (FM3), who helped to conduct the poll, said: "The COVID-19 crisis only sharpened public opinion about the need to keep people safe and healthy.

"Investments in water infrastructure that benefit public health are seen as critically important in this environment. The public also tends to see them as 'shovel-ready' investments that can create jobs and strengthen the economy."

Lori Weigel, principal of New Bridge Strategy, who was the other partner on the poll, said: "In the face of COVID-19, the public is thinking hard about needs versus wants. Needs, such as food, shelter, and water, are perceived as fundamental and worth investing in right now. That perception is shared by people across ideological and geographic lines."

Radhika Fox, CEO of the US Water Alliance and Director of the Value of Water Campaign, said: "Water utilities provide an essential service, protect public health, and help communities to thrive. These systems have operated continually for decades and need repairs.

"There is a huge gap between the investment our water systems need and what we actually spend each year, meanwhile the federal government's contribution to water infrastructure has plummeted for the last several decades."

 "Investing in water is the smart thing to do for public health and for the economy. Voters are sending a clear message to state and federal leaders that investing in water must be a top priority."

A bipartisan research team FM3 (D) and New Bridge Strategy (R) conducted the poll, seeking voters' opinions on the nation's water infrastructure.
