[미국] 물 인프라에 대한 만성적인 투자 부족은 경제를 위험에 빠뜨린다
새로운 경제연구에 따르면 미국 가정의 경우 물과 하·폐수 실패 비용이 20년 안에 7 배 더 높아질 것으로 나타났다.
투자 격차를 줄이면 80만 개의 새로운 일자리가 창출되고 가구 가처분 소득은 가구당 2천 달러 이상 증가할 것으로 예상된다.
미국 토목공학협회(American Society of Civil Engineers :ASCE)와 '물의 가치 캠페인(Value of Water Campaign)'이 8월 26일 발표한 새로운 보고서에 따르면 미국은 식수와 하·폐수 시스템에 대한 투자를 저조해 미국 가정과 경제를 위험에 빠뜨리고 있다.
"물 인프라 투자의 경제적 이점 : 행동 실패가 미국 경제 회복에 미치는 영향"이라는 보고서에 따르면 물 인프라가 악화되고 서비스 장애가 증가함에 따라 상하수도 장애로 인한 미국 가정의 연간 비용이 2019년 200달러에서 2039년 1천400달러로 지금보다 20년 후 7배 더 증가할 것으로 예상하고 있다.
미국의 물 인프라가 노후화되고 있는 가운데 많은 식수 시스템과 하·폐수처리시설이 각각의 설계수명(75∼100년)이 끝나가고 있어 지역사회에 오염과 경제적 파탄을 초래하고 있다.
2012년과 2018년 사이에 미국의 수도 주 휴식율은 연간 약 30만개로 27% 증가했는데, 이는 매 2분 이상 휴식하는 것과 같다.
미국은 2019년 누수로 약 2천170만 달러의 처리수가 손실된 것으로 추정되며 현재 투자 추세로 2039년에는 4천800만 달러에 이를 것으로 예상된다.
가정에 미치는 영향 외에도, 대부분의 물에 의존하는 미국 기업들은 2039년에 수도 서비스 중단에 250억 달러를 지출할 것이다.
미국 토목공학협회(ASCE)의 K.N. 군라란(Gunalan) '수안(suan)' 회장은 "국가로서 우리는 중요한 수자원을 너무 오랫동안 보류해 왔으며 지금 그 결과가 나타나고 있다"라면서 "이 보고서에서 요약된 2019년 81B달러의 투자 격차는 사업을 지연시키고 미국인들의 주머니를 다치게 하며 공공의 안전을 위협하고 있다"고 말했다.
그는 이어 "물 인프라에 대한 투자는 'COVID-19' 대유행의 결과로 우리가 절실히 필요로 하는 경제 회복의 길을 제공한다. 우리의 지도자들은 우리의 시스템이 계속해서 악화되고 앞으로 더 큰 비용을 부담하지 않도록 지금 행동해야 한다"고 강조했다.
물의 가치 캠페인을 조정하는 미국 물동맹(US Water Alliance)의 라디카 폭스(Radhika Fox) 최고경영자(CEO)는 "국가로서 우리의 물 인프라에 투자함으로써 지역사회가 번창할 수 있었다"라면서 "그것은 공공의 건강을 획기적으로 향상시켰고 우리 경제를 성공으로 이끌었다. 그만큼 위태로운 마당에 사태의 긴박함을 계속 외면할 수는 없다"는 것이라고 말했다.
라디카 폭스(Radhika Fox) CEO는 이어 "지역사회는 자본개선과 노후화된 수도체계 유지에 대한 부담을 혼자서 짊어질 수 없다"라면서 "우리는 국가로서 함께 모여 물 인프라에 대한 투자를 다시 한 번 우선순위로 해야 한다"고 강조했다.
2019년 수도사업 차질로 교육, 보건서비스, 소매, 건설, 제조업 등 11개 물에 의존하는 산업이 5천100만 달러의 경제적 손실을 입었다. 현재의 궤도에 따라, 서비스 중단은 2029년까지 물에 의존하는 사업체에 약 1억1천600만 달러의 비용이 들 것이고 2039년에는 2억6천400만 달러까지 치솟을 것으로 예상하고 있다.
또한 태풍의 피해와 홍수가 증가함에 따라, 물 차단과 인프라 악화에 더해, 사업체의 생산비와 소비자 물가도 상승할 것으로 예상된다.
이 보고서는 향후 10 년 동안 6천250 억 달러 이상의 사업 매출(총 생산량)이 손실 될 것이라고 밝혔다. 2039년까지 그 숫자는 3조9천억 달러에 가까워 질 것이다. 투자에 실패하면 임금과 가처분 소득의 감소가 초래될 것이고, 2039년까지 연간 63만6천 개의 일자리가 사라질 것이다.
이 보고서는 또한 미래가 이렇게 암울해 보일 필요가 없다고 지적한다. 지금 이러한 부족분을 해결하기 위해 투자를 늘리면 미국 GDP는 20년 안에 4조5천억 달러 증가 할 것이다. 이 투자는 80만 개의 새로운 일자리를 창출하고 가구 가처분 소득은 가구당 2천 달러 이상 증가할 것으로 예상했다.

Chronic Underinvestment In America's Water Infrastructure Puts The Economy At Risk
New economic study finds that cost of water and wastewater failures will be seven times higher in 20 years for American households
Closing the investment gap would create 800,000 new jobs and household disposable income would rise by more than $2,000 per household
The United States is underinvesting in its drinking water and wastewater systems?putting American households and the economy at risk, according to a new report released today by the American Society of Civil Engineers (ASCE) and Value of Water Campaign.
The report, “The Economic Benefits of Investing in Water Infrastructure: How a Failure to Act Would Affect the U.S. Economy Recovery", finds that as water infrastructure deteriorates and service disruptions increase, annual costs to American households due to water and wastewater failures will be seven times higher in 20 years than they are today - from $2B in 2019 to $14B by 2039.
America’s water infrastructure is aging, with many drinking water systems and wastewater treatment facilities nearing the end of their respective design lives (75-100 years), causing contamination and economic disruptions to communities.
Between 2012 and 2018, the rate of water main breaks in the US rose by 27 percent to roughly 300,000 breaks per year - equivalent to a break more than every two minutes.
The US lost an estimated $21.7M of treated water in 2019 due to leaks, which is projected to reach $48M by 2039 with current investment trends.
In addition to the impact to households, American businesses most reliant on water will spend $250B in 2039 on water service disruptions.
“As a nation, we have put off crucial investment our vital water resources for too long and we’re seeing the results play out now,” said ASCE President K.N. Gunalan “Guna”, Ph.D., P.E. “The 2019 investment gap of $81B outlined in this report has held back businesses, hurt American pocketbooks and threatened public safety.
"Investing in water infrastructure provides a path to economic recovery that we desperately need as a result of the COVID-19 pandemic. Our leaders must act now to ensure our systems do not continue to deteriorate and bare greater costs in years to come.”
“Investing in our water infrastructure as a nation allowed communities to flourish. It dramatically improved public health and set our economy up for success. At a time when so much is at stake, we cannot continue to ignore the urgency of the situation. Communities can not shoulder the burden of capital improvements and maintaining aging water systems all by themselves. We have to come together as a nation and prioritize investing in our water infrastructure once again,” said Radhika Fox, CEO of the US Water Alliance, which coordinates the Value of Water Campaign.
In 2019, water service disruptions resulted in $51B economic loss for 11 water-reliant industries such as education, health services, retail, construction, manufacturing, and more. With the current trajectory, service disruptions will cost water-reliant businesses an estimated $116B by 2029 and will soar to $264B by 2039.
With damage and flooding from increasing storms, in addition to water shutoffs and deteriorating infrastructure, production costs for businesses and prices for consumers are expected to climb.
The report finds that more than $625B in business sales (gross output) would be lost over the next 10 years. By 2039, that number will near $3.9T. Failing to invest would cause reductions in wages and disposable income; by 2039, 636,000 jobs would be lost annually.
The report also notes that the future does not have to look this bleak. If investment is increased to address these shortfalls now, the US GDP would grow by $4.5T in 20 years. This investment would create 800,000 new jobs and household disposable income would rise by more than $2,000 per household.
A research team comprised of EBP, Downstream Strategies and the Interindustry Forecasting Project at the University of Maryland (INFORUM) worked with ASCE and the Value of Water Campaign to develop this analysis.
