최근 중국의 도시 식수에서 유해화학물질의 일종인 과불화화합물(PFAS)이 다량 검출됐다. 중국 베이징 소재 칭화대학교(Tsinghua University) 연구팀은 연구를 통해 중국 내 여러 도시와 지역의 식수에서 높은 수준의 과불화화합물(PFAS)이 검출됐다고 밝히며 국가 당국의 해당물질 규제를 촉구하고 나섰다. 과불화화합물은 코팅재와 방수재 등 일상생활에서 널리 쓰이는 물질이 지만 최근 인체에 암 유발, 면역 억제 등 유해한 영향을 끼칠 수 있고 자연에서 분해되지 않아 환경피해를 유발하는 것으로 여 러 동물 실험을 통해 밝혀지고 있다. 이 때문에 국제사회에서는 PFAS 그룹 물질 사용에 대한 규제를 점차 강화하고 있다. 이번 연구결과는 『유럽환경과학(Environmental Sciences Europe)』에 게재됐다. 관련 기사 내용을 번역했다.

지난 1월 12일 『유럽환경과학(Environmental Sciences Europe)』에 발표된 연구에 따르면 중국의 도시와 지역의 식수는 높은 수치의 과불화화합물(이하 PFAS)을 함유하고 있다. 중국 베이징에 있는 칭화대(Tsinghua University) 연구팀은 최근 연구를 통해 중국 내 도시와 지역의 식수에서 유해화학물질의 일종인 PFAS가 다량으로 검출됐다고 밝히며, 산업 및 기타 배출장에서 방출되는 PFAS에 대한 보다 강화된 감축 및 규제가 필요하다고 촉구했다.

PFAS는 의류, 접착제, 식품 포장 및 내열성 비접착식 조리판과 같이 열, 기름, 얼룩 등에 저항성을 갖는 코팅 및 제품을 만드는 데 사용되는 화합물이다. 이 물질은 내구성이 뛰어나고 환경에 광범위하게 존재하는데, 최근 몇 년 동안 PFAS에 노출된 동물 실험 결과, 지질 대사 장애, 갑상선 호르몬 불균형, 면역체계 억제와 같이 건강상 악영향을 초래한다는 사실이 발표되면서 주목받고 있다. 그럼에도 불구하고 현재 중국을 포함한 전 세계 여러 지역에서 PFAS는 정기적으로 모니터링되지 않고 있는 실정이다.

Drinking water in several cities and regions in China contains high levels of perfluoroalkyl and polyfluoroalkyl substances(PFASs), according to a study published in Environmental Sciences Europe. The findings, from a team of researchers at Tsinghua University, Beijing, China, suggest that elimination of these chemicals from drinking water in affected cities and regions in China is urgently needed and that PFAS released from industries and other sources need better control and reduction.

PFASs are a group of chemicals used to make coatings and products that resist heat, oil, stains, and grease, such as clothing, adhesives, food packaging, and heat-resistant non-stick cooking surfaces. They are highly durable and the widespread presence of PFASs in the environment and related exposures and adverse health effects such as impaired lipid metabolism, thyroid hormone levels and the immune system which have been shown in animals, have received increased attention in recent years. However, PFASs are not routinely monitored in drinking water in many parts of the world, including China.

PFAS 오염 현황과 인체 노출의 가능성을 더 잘 이해하기 위해 연구팀은 중국 66개 도시(총 인구 4억5천200만 명 규모)에서 526개의 식수 샘플을 채취하고 중국 식수 속 PFAS에 대한 30편의 연구결과에서 관련 증거를 검토했다.

연구논문의 교신 저자인 준 황(Jun Huang) 박사는 “북미와 유럽에서는 PFOA(과불화옥탄산)와 PFOS(과불화옥탄술폰산)와 같은 PFAS 사용을 2002년 이후 점진적으로 폐지했지만, 일부 아시아 국가, 특히 중국은 이러한 화학물질을 여전히 생산하고 있다”면서 “결과적으로 PFAS가 환경으로 방출되어 지하수 및 지표수 오염이라는 잠재적인 위험성이 있다”고 경고했다. 그는 이어 “이로 인해 식수 속 PFAS 존재와 인체에 직접적인 노출, 잠재적인 독성 영향 등에 대한 우려가 제기되고 있다”고 덧붙였다.

To better understand the current status of PFAS contamination and the potential for human exposure, the researchers reviewed evidence from 30 available research studies on PFASs in Chinese drinking water, including 526 drinking water samples across 66 cities in China with a total of approximately 452 million inhabitants.

Dr Jun Huang, the corresponding author said: “Although several PFASs especially perfluorooctanoic acid(PFOA) and perfluorooctanesulfonic acid(PFOS), have been gradually phased out in North America and Europe since 2002, some Asian countries, especially China, still produce these chemicals. As a result, there is a potential risk of ground - and surface water contamination associated with PFAS being released into the environment. This raises concerns regarding the presence of PFASs in drinking water, direct exposure to humans and potential toxic effects.”

연구팀은 특히 중국 동부와 남서부 지역의 인구가 다른 지역에 비해 상대적으로 높은 PFAS 노출 위험에 처해 있다고 밝혔다. 쯔궁(Zigong), 주장(Jiujiang), 롄윈강(Lianyungang) 등 양쯔강 유역 일부 도시의 경우 PFAS 검출 농도가 유럽연합(EU)과 미국의 관련 기관이 발표한 건강기준지침을 초과한 것으로 나타났다. 식수 속 PFAS 농도가 가장 높은 도시는 △쯔궁(502.9ng/L) △롄윈강(332.6ng/L) △창수(122.4ng/L) △청두(119.4ng/L) △우시(93.6ng/L) △항저우(74.1ng/L) 순으로 확인됐다.

준 황 박사는 “이들 도시의 PFOS와 PFOA의 총 농도는 2016년 미국 환경보호청(EPA)이 발표한 건강권고수치인 70ng/L를 훨씬 웃돈다”면서 “미국의 개별 주, 일례로 버몬트주는 지난 2019년 PFAS 그룹의 5가지 물질(PFOA, PFOS, PFHxS, PFHpA, PFN)에 대해 최대 오염기준을 20ng/L으로 설정, 연방지침보다도 훨씬 엄격한 기준을 적용해 시행하고 있다”고 말했다.

The authors found that populations in East China and the Southwest regions were at relatively higher risk from PFAS exposure, compared to other regions. Some cities in the Yangtze River basin such as Zigong, Jiujiang and Lianyungang exceeded health-based guidelines issued by EU and US agencies. Zigong(502.9ng/L), Lianyungang(332.6ng/L), Changshu (122.4ng/L), Chengdu(119.4ng/L), Wuxi(93.6ng/L) and Hangzhou(74.1ng/L) were the cities with the highest PFAS concentrations in drinking water.

Dr Huang said: “The total concentrations of PFOS and PFOA in these cities are well in excess of the non-enforceable 70ng/L health advisory published by the the U. S. Environmental Protection Agency in 2016. Individual US States have set maximum contaminant levels that are even more stringent than the federal guidelines, such as Vermont, which set a maximum contaminant level of 20ng/L for five PFASs(PFOA, PFOS, PFHxS, PFHpA, and PFNA, individually or combined) in 2019.”

연구팀은 또한 연구대상 도시의 40% 이상이 미국 캘리포니아주가 2019년 발표·권고한 기준수치(PFOA 5.1ng/L, PFOS 6.5ng/L)를 초과한 것으로 나타났다고 밝혔다. PFOA, PFOS에 대한 노출은 고환암 및 신장암 발생률 증가, 생식력 및 번식률 감소, 면역억제, 갑상선 기능 장애 등 건강에 부정적인 영향을 미치는 것으로 동물 실험 결과 밝혀져 우려를 낳고 있다. 이 같은 결과에 대해 칭화대 연구팀은 일부 연구대상 도시 및 지역의 PFAS 수치가 높게 나타난 것이 고도화된 산업활동, 특히 불소수지(PTFE) 생산과 해당 지역의 높은 인구 밀도 때문이라고 추정했다.

연구팀은 또 PFOA와 PFOS의 평균 및 최대 농도를 활용하여 중국 국민이 매일 식수를 통해 PFAS에 얼마나 노출되는지에 대해서도 조사했다. 그 결과 쯔궁(Zigong), 주장(Jiujiang), 롄윈강(Lianyungang), 포산(Foshan), 쑤저우(Suzhou), 우시(Wuxi), 하이닝(Haining), 창수(Changshu), 스자좡(Shijiazhuang), 쯔보(Zibo), 상하이(Shanghai) 지역 주민들의 PFOA 섭취량은 지난 2018년 미국 독성물질 및 질병등록청(ATSDR)이 제시한 PFAS 하루 허용 섭취 기준인 3ng/㎏을 초과하는 것으로 나타났다.

The authors also found that the drinking water in more than 40% of the studied cities exceeded the notification levels of 5.1ng/L for PFOA and 6.5ng/L for PFOS issued by the US state of California in 2019. Exposure to these PFOA and PFOS has been associated with adverse health outcomes including increased incidence of testicular and kidney cancer, reduced fertility and fecundity, immune suppression and thyroid disorders in animal studies.

The authors suggest that the high levels of PFASs in some cities and regions investigated in China are mainly due to intensive industrial activities, specifically fluoropolymer(PTFE) production and high population density in those regions. The authors also investigated the potential daily exposure to PFASs via drinking water for the Chinese population, using the average and maximum concentrations of PFOA and PFOS previously recognized as posing a health concern.

The authors found that compared with a standard proposed in 2018 by the US Agency for Toxic Substances and Disease Registry(ATSDR) of a tolerable intake of 3ng/kg per single day, PFOA intake for the Chinese population exceeds 3ng/kg per single day in Zigong, Jiujiang, Lianyungang, Foshan, Suzhou, Wuxi, Haining, Changshu, Shijiazhuang, Zibo and Shanghai.

이는 지난 2020년 유럽식품안전청(EFSA)이 PFOA, PFOS, PFHxS 및 PFNA의 합에 대해  새롭게 제시한 주간 섭취 허용량인 4.4ng/㎏을 초과한다. 연구팀은 이번 연구를 통해 PFAS 섭취의 위험이 물 소비량이 상대적으로 많은 영유아에게서 더 높다는 사실도 확인했다. 

준 황 박사는 이에 대해 “현재 중국에 식수 속 PFAS에 대한 지침은 따로 없지만, 2019년 중국 보건부는 PFOA의 경우 85ng/L, PFOS의 경우 47ng/L의 임의기준을 제시한 바 있다”면서 “이번 연구결과는 중국 일부 도시 식수에 포함된 PFAS가 이 수준을 초과했으며, 나아가 대부분의 도시가 국제지침 수준을 초과했음을 보여준다. 따라서 추가 모니터링과 통제 및 처리 조치가 시급한 상황”이라고 말했다.

칭화대 연구팀은 PFAS 수준이 높은 도시와 지역, 특히 PFAS 관련 제조공장이 위치한 지역에서 PFAS 장기간 노출과 연관이 있는 건강 위험성을 이해하기 위해 더 많은 연구가 필요하다고 지적했다. 또한 중국 식수의 PFAS 오염에 대한 전반적인 현황을 제공하기 위해서는 외딴 지역 식수의 PFAS 농도를 꾸준히 모니터링해야 한다고도 강조했다.

These levels are also in excess of the new tolerable weekly intake of 4.4ng/kg for the sum of PFOA, PFOS, PFHxS and PFNA, which was established by the European Food Safety Authority(EFSA) in 2020. The authors also found that the risk of PFAS intake is higher for infants, due to their relatively higher water consumption.

Dr Huang said: “While there are currently no guidelines for PFASs in drinking water in China, in 2019, a Chinese health advisory first suggested values of 85ng/L for PFOA and 47ng/L for PFOS in China. Our results indicate that PFASs in drinking water in some Chinese cities have exceeded these levels, and most of the cities have exceeded stringent international guideline levels. Therefore, further monitoring as well as control and treatment measures are urgently needed.”

The authors caution that more research is needed to understand the possible health effects associated with long-term exposure in cities and regions with high levels of PFAS, especially in areas with PFASs-related manufacturing plants. Moreover, better monitoring of PFASs in drinking water is needed in remote areas, to provide a full overview of PFAS contamination in Chinese drinking water.
