[미국] 랜디아 수중교반기, 몬태나하수처리장 에너지 절약에 도움

다피 힐스 레인(Daffy Hills Lane)의 소규모 팀이 2004년 플랜트 업그레이드의 일환으로 새로운 믹서(교반기)를 선택했을 때, 동일한 믹서가 오늘날에도 충실히 작동하고 있기 때문이 아니라 실제로 매우 현명하게 선택했다.

낮은 BOD 부하의 야간 시간 동안 50HP 표면 로터 에어레이터(surface rotor aerator)를 끌 수 있도록 초기에 랜디아(Landia)에서 구입한 1∼2대의 5HP(3.7kW) 수중 믹서는 연간 1만8천 달러의 에너지 절감 효과를 창출했으며, 이는 전체 믹서 설치에 대한 투자 회수가 불과 4년6개월 미만이었다는 것을 의미한다.

미국 북서부에 있는 몬태나주(Montana) 북부에 있는 치누크(Chinook) 하수처리장(WWTP)의 에릭 밀러(Eric Miller) 감독자는 "절감 효과가 그 자체로 입증되었다"라면서 "그러나 그 혜택은 여러 배였다"고 말했다.
블레인 카운티(Blaine County)에서 가장 큰 도시로 1천500명의 주민이 거주하고 있는 치누크(Chinook)는 여전히 농사와 목장이 우세한 밀크 리버 밸리(Milk River Valley)의 중심부를 배경으로 하고 있지만, 26년 동안 도시에서 운영된 유타-아이다호(Utah-Idaho) 슈가비터(Sugarbeeter) 시대부터 슈가비터의 고향으로 알려져 있다.

치누크 하수처리장(Chinook WWTP)은 총 부유물질(TSS ; Total Suspended Solids) 및 생물화학적산소요구량(BOD ; Biological Oxygen Demand) 제거를 제공하도록 구성된 이중 폭기 로터(dual aeration roter)가 장착된 단일 산화 배수로 1984년에 처음으로 온라인화 되었다. 원래 설치는 암모니아 제거용으로 설계되었지만 총질소(T-N ; Total Nitrogen) 또는 총인(T-P ; Total Phosphorus) 제거용이 아니다.

'믹서가 설치되기 전에' 20년 넘게 하수처리장(WWTP)을 담당해온 에릭 밀러(Eric Miller)는 "인(P) 제거를 위해 4mg/L 이상, 질소(N) 제거를 위해 30mg/L에 가깝지만 지금은 에너지 절약을 통해 2004년에 에너지 효율성을 위해 수정되었지만 실제로 영양소 제거를 위해 설계되지 않은 동일한 1984년 빈티지 산화 배수로 처리장(vintage oxidation ditch treatment plant )에서 효과적이고 일관된 질소(N0 제거를 달성했다"라고 말했다.

그는 이어 "오늘날 훨씬 더 엄격한 규정에 따라 암모니아는 거의 제로(0), 질소(N)는 2mg/L (2012년 이후 허가 재발급에 필요), 인(P)은 1mg/L에 불과하다. 모두 16년 전에 설치한 동일한 믹서를 사용한다”라고 덧붙였다.

원래 처리장에서는 2개의 산화 배수로가 계속 가동되어 용존산소(DO ; dissolved oxygen)가 과잉 발생되었다. 고정 속도 폭기 장비의 순환을 위해 랜디아 믹서(Landia mixer)를 설치하여 액체 속도와 혼합을 만들어 고형물이 계속 부유상태를 유지하고 로터가 꺼진 상태에서 산화 배수로를 돌게 한다.

이동할 다른 탱크가 없었기 때문에 중단할 수 있는 옵션이 없었기 때문에 랜디아(Landia)의 고유한 가이드 레일 시스템(guide rail syste)을 통해 잠수정 믹서를 가득 찬 탱크에 설치하여 설치 중에 플랜트가 중단없이 계속 작동 할 수 있도록 했다. 랜디아(Landia)는 맞춤형 서비스 플랫폼 세트도 제공했다.

치누크 하수처리장(Chinook WWTP)의 에릭 밀러(Eric Miller) 감독자는 "랜디아(Landia)는 우리를 위해 아주 간단하게 만들었다"라면서 "그리고 매우 드문 경우지만 16년 동안 예비 부품이 필요했다. 그들은 그 이후로 계속 남아 있다. 믹서는 계속 작동한다. 우리는 이 수준의 서비스를 기대하지 못했다"라고 말했다.

■ 질소 제거에서 즉각적인 50% 개선이 관찰됨
2012년에 치누크(Chinook) 직원들은 몬태나(Montana)의 환경품질부(DEQ ; Department of Environmental)가 후원하는 1박 2일 교육에 참석했다. 직원들은 그들이 얻은 지식을 이용하여 공기빼기 주기를 연장하는 실험을 했다.

배수로의 용존산소(DO)가 무산소 상태와 무산소 상태 사이에서 순환하도록 함으로써, 질소 제거에서 즉각적인 50%의 개선이 관찰되었다. 장비를 구입하지 않았고, 지출된 자금이 없었다.

실제로 로터 가동시간이 단축되면서 전기요금은 더욱 절감됐다. 또한 낮은 탱크 용존산소(DO) 농도의 결과로, 총인(T-P) 제거율이 부수적으로 개선되었다.

에릭 밀러(Eric Miller)와 코리 폭스(Cory Fox) 및 매튜 핀리(Matthew Finley) 그의 두 동료만이 치누크 하수처리장을 가동하고 있는 가운데, 로터와 믹서의 ON/OFF 사이클을 제어할 수 있는 산화환원전위(ORP ; Oxidation-Reduction Potential) 시스템을 도입되었다.

비록 에릭 밀러(Eric Miller)는 1명의 산업 사용자(지역 도축장)로부터 받는 하·폐수가 BOD 수준을 방해하는 것이 아니라 조력자라는 것을 인정하지만, 이 아주 외딴 작은 도시조차도 처리장에서 처리해야 하는 일반적인 비 수세식 물을 모두 받는다.

■ 1만8천 달러의 에너지 절약'
에릭 밀러(Eric Miller)는 "SCADA의 도입으로 삶이 좀 더 쉬워졌다"며 "그러나 랜디아(Landia) 믹서들은 우리에게 어떤 어려움도 주지 않았다"고 말했다.

그는 이어 "2004년 당시만 해도 그것들은 우리의 가장 큰 자본 비용이었지만, 1만8천 달러의 에너지 절약 효과를 달성할 뿐만 아니라, 이러한 목적을 위해 설계되지 않은 플랜트인 우리가 완전한 영양 제거 및 공정 최적화를 달성할 수 있도록 해 주었다"라고 강조했디.

에릭 밀러(Eric Miller)는 특히 "기존의 50HP(37.2kW) 로터는 항상 필요하지 않은 많은 공기를 생산했다. 우리는 비용을 절약해야 했고, 급등을 줄이기 위해 소프트 스타트(soft start)를 살펴봤지만, 하루에 약 13시간30분 동안 믹서기를 작동시키는 것이 우리가 이전에 가졌던 것보다 훨씬 더 경제적이었음이 입증되었다"라고 강조했다.

Stalwart Submersible Mixers Help Montana WWTP Make Big Energy Savings

When the small team at Daffy Hills Lane selected their new mixers as part of plant upgrade in 2004, they chose very wisely indeed ? and not just because those same mixers are still dutifully working away today.

Purchased initially so that a 50-HP surface rotor aerator could be switched off during night-time hours of low BOD loading, the two 5-HP (3.7kW) submersible mixers (manufactured by Landia), have created energy-savings of $18,000 per year, meaning that the payback for the whole mixer installation was just less than four and a half years.

“The savings speak for themselves”, said Eric Miller, Superintendent at Chinook’s Wastewater Treatment Plant (WWTP) in the far north of Montana, “but the benefits have been manyfold”.

The largest city in Blaine County, with 1500 residents, Chinook is set in the heart of the Milk River Valley, where farming and ranching still prevail ? but it is known as the Home of the Sugarbeeters, from the days of the Utah-Idaho Sugarbeet Company, which operated in the city for 26 years.

Chinook’s WWTP first went online in 1984 - a single oxidation ditch equipped with dual aeration rotors that was constructed to provide Total Suspended Solids (TSS) and Biological Oxygen Demand (BOD) removal. The original installation was designed for ammonia removal, but not for Total Nitrogen (TN) nor Total Phosphorus (TP) removal.

“Before the mixers were installed”, added Eric Miller, who has served the WWTP for over 20 years, “we were over 4 mg/l for phosphorus removal and close to 30 mg/l for Nitrogen removal ? but now, as well as the energy savings, we achieve effective, consistent nitrogen removal from the same 1984-vintage oxidation ditch treatment plant that was modified in 2004 for energy efficiency, but never actually designed for nutrient removal."

Today, with much tougher regulations, we have our ammonia at almost zero, nitrogen at 2mg/l (required for permit reissuance since 2012) and phosphorus at just 1mg/l ? all from the same mixers, installed 16 years ago”.

In the original plant, both of the oxidation ditch rotors ran continuously, resulting in a surplus of dissolved oxygen (DO). To allow for the cycling of the fixed-speed aeration equipment, the Landia mixers were installed to produce liquid velocity and mixing so that solids would continue to stay suspended and circle the oxidation ditch with the rotors turned off.

With no other tank to go to, there was no option to shut down, so the submersible mixers were installed in a full tank by means of Landia’s unique guide rail system, which allows the plant to continue operating non-stop during installation. Landia also provided a set of custom-built service platforms.

“Landia made it very simple for us”, continued Eric Miller. “and on the very rare occasions we’ve needed a spare part in 16 years (!), they have ever since. The mixers just keep on going. We never expected this level of service!”

‘Immediate 50 percent improvement was observed in nitrogen removal’
In 2012, Chinook staff attended a 2-day training class sponsored by the Montana Department of Environmental Quality (DEQ). Using the knowledge they gained, staff experimented with extended air-off cycle times.

By allowing the Dissolved Oxygen in the ditch to cycle between anoxic and oxic conditions, an immediate 50 percent improvement was observed in nitrogen removal. No equipment was purchased; no funds were expended.

In fact, because of reduced rotor operating time, electrical costs were further reduced. And, as a result of the lower tank Dissolved Oxygen concentrations, some incidental improvements in Total Phosphorus removal also occurred.

With just Eric and his two colleagues (Cory Fox and Matthew Finley) keeping the Chinook plant running, the introduction of an ORP (Oxidation-Reduction Potential) system ? allowing control of the on/off cycles of the rotors and mixers, has been a welcome addition.

Even this very remote small city receives all the usual non-flushables that treatment plants have to contend with, though Eric admits that the wastewater it receives from its one industrial user ? a local slaughter house ? is a helper rather than a hinderer for BOD levels.

‘$18,000 pa in energy savings’
 “The introduction of SCADA has made life a bit easier”, said Eric, “but then the Landia mixers have never given us any trouble. Back in 2004 they were our biggest capital expense, but as well as achieving the $18,000 pa in energy savings, they have enabled us ? a plant not designed for that purpose, to achieve full nutrient removal and process optimization."

"The old 50HP (37.2kW) rotors produced lots of air that we simply didn’t need all the time. We needed to save money and had looked at soft starts to reduce spikes, but running the mixers for around thirteen and a half hours per day has proved so much more economical than what we had before”.
