ADB(아시아개발은행), '온라인 ADB 위생 회의 2021(ASD 2021)'서 논의
아시아개발은행(ADB ; BAsian Development Bank)은 4월 19일 개최된 '온라인 ADB 위생 회의 2021(Online ADB Sanitation Dialogue 2021 ; ASD 2021)'에서 아시아 및 태평양의 개발도상국들은 지역의 도시 위생 위기를 해결하기 위해 도시 전체의 포괄적 위생(CWIS ; citywide inclusive sanitation)을 채택하기 위한 접근 방식과 투자 우선순위를 재평가해야 한다고 논의했다.
ADB의 니타 포크렐(Neeta Pokhrel) 물 부문 그룹장(Water Sector Group Chief)은 "위생은 아시아와 태평양 지역의 발전에도 불구하고 여전히 큰 수요를 충족시키지 못하고 있다"고 말했다.
니타 포크렐(Neeta Pokhrel)은 "약 12억 명의 사람들이 기본적인 위생 서비스에 접근할 수 없으며 이 지역은 물과 위생 격차를 해소하기 위해 2030년까지 연평균 530억 달러가 필요하다"라고 주장했다.
'온라인 ADB 위생 회의 2021(Online ADB Sanitation Dialogue 2021)'의 개막 패널은 투자가 형평성, 안전성, 지속가능성을 기반으로 하고 개입이 가장 필요한 지역사회를 지향하는 CSWIS(도시 전체의 포괄적 위생)를 활용한 위생위기 해결 방안에 초점을 맞췄다.
CSWIS는 2030년까지 지속가능한 개발 목표(SDGs ; Sustainable Development Goals), 특히 위생에 관한 'SDG 6.2'를 달성하는 데 도움이 되는 행동을 유도하는 것을 목표로 한다.
특히 , '코로나19(COVID-19)' 전염병은 취약계층에서 바이러스의 전염을 막기 위한 첫 번째 방어선으로서 물과 위생관리 및 위생(WASH ; water, sanitation and hygiene)의 중요한 역할을 강조하고 있다.
ADB(아시아개발은행)의 상수도 및 위생 전문가인 크리스찬 발더(Christian Walder)는 "빈곤층과 비공식적인 주거지에 사는 사람들을 위한 위생 서비스가 종종 형편없이 건설되고 관리되고 있거나, 위생 인프라에 전혀 접근할 수 없을 수도 있다"고 말했다.
크리스찬 발더(Christian Walder)는 이어 "CWIS(도시 전체의 포괄적 위생)를 구현한다는 것은 지역적 조건, 특히 도시 및 비공식적 영역에 적합하고 모든 사람에게 이익이 되는 전체 위생 서비스 체인을 고려하여 기존의 중앙 집중식 위생 인프라 개념에서 서비스 지향 접근 방식으로 전환하는 것을 의미한다"고 덧붙였다.
'온라인 ADB 위생 회의 2021(Online ADB Sanitation Dialogue 2021)'은 4월 12부터 4월 22일까지 2주 동안 6개의 웹 세미나(Webinar) 및 6개의 워크샵(workshop)으로 구성되어 있다. 이번 행사에는 위생 실무자, 정부 기관 및 의사결정자, 개발 파트너가 위생에 대한 체계적인 변화를 이끌어낼 전략을 논의할 수 있는 플랫폼이다.
이번 회의에는 빌&멜린다 게이츠 재단(Bill & Melinda Gates Foundation), 도시기후변화복원신탁기금(Urban Climate Change Resilience Trust Fund) 등 주요 협력사와 관련 기관, 민간, 시민사회 등이 참여하고 있다.
게이츠 재단은 ADB 운영에서 CWIS의 도입을 지원해 온 ADB가 관리하는 물 금융 파트너십 시설(Water Financing Partnership Facility)에 따라 위생 금융 파트너십 트러스트 펀드(Sanitation Financing Partnership Trust Fund)에 자금을 조달한다.
ADB 연간 위생 투자액은 2011년 2억1천800만 달러에서 2020년 7억1천700만 달러로 꾸준히 증가하여 2011∼2020년 총 49억 달러에 이르렀으며, 이는 해당 기간 ADB 물 투자( portfolio) 분야의 21%에 해당한다.
ADB는 극빈을 근절하기 위한 노력을 지속하면서 번영하고 포용적이며 탄력적이며 지속가능한 아시아와 태평양을 달성하기 위해 노력하고 있다. 1966년에 설립되었으며, 아시아-태평양 지역의 49개 나라에서 회원 68명이 참여하고 있다.

Inclusive sanitation needed to address service gap in Asia and Pacific
Developing countries in Asia and the Pacific must reassess their approach and investment priorities to adopt citywide inclusive sanitation (CWIS) to address the region’s urban sanitation crisis, according to discussions today at the Online ADB Sanitation Dialogue 2021.
“Sanitation continues to be a huge unmet need in Asia and the Pacific, despite the region’s progress,” said ADB Water Sector Group Chief Neeta Pokhrel.
“About 1.2 billion people have no access to basic sanitation services and the region requires $53 billion per year on average up to 2030 to finance and address the water and sanitation gap.”
The opening panel of the dialogue focused on how to fix the sanitation crisis using CWIS, which ensures that investments are based on equity, safety, and sustainability, and are directed toward communities who need interventions the most.
CWIS aims to galvanize action to help achieve the Sustainable Development Goals (SDGs), particularly SDG 6.2 on sanitation for all by 2030.
The coronavirus disease (COVID-19) pandemic has underscored the critical role of water, sanitation, and hygiene (WASH) as a first line of defense to prevent transmission of the virus, especially among the vulnerable.
“Sanitation services for the poor and those living in informal settlements are often badly built and managed, or there may be no access to sanitation infrastructure at all,” said ADB Water Supply and Sanitation Specialist Christian Walder.
“Implementing CWIS means shifting from the conventional centralized sanitation infrastructure concept to a service-oriented approach, considering the entire sanitation service chain that is suited for local conditions, especially in urban and informal areas, and which benefits everyone.”
The Online ADB Sanitation Dialogue 2021 comprises six webinars and six workshops spread over two weeks until 22 April. The event is a platform for sanitation practitioners, government agencies and decision-makers, and development partners to discuss the strategies that will lead to systemic change on sanitation.
Major partners, such as the Bill & Melinda Gates Foundation and the Urban Climate Change Resilience Trust Fund, as well as related organizations, private sector, and civil society are participating.
The Gates Foundation finances the Sanitation Financing Partnership Trust Fund under the ADB-administered Water Financing Partnership Facility, which has been supporting the adoption of CWIS in ADB operations.
ADB annual sanitation investments have risen steadily from $218 million in 2011 to $717 million in 2020, amounting to a total of $4.9 billion for 2011?2020, or 21% of ADB’s water portfolio for the period.
