[독일] 슈투트가르트대학· 카를스루에 공대, 'TRUST' 프로젝트 참여

가능하고 공평하며 환경친화적인 방식으로 건조한 지역의 사람, 농업 및 산업에 물을 어떻게 공급할 수 있을까?

이 문제는 독일의 슈투트가르트 대학교(University of Stuttgart), 카를스루에 공과대학교(Karlsruhe Institute of Technology, KIT), 독일 상수도협회(German Waterworks Association  ; DVGW)의 물기술센터(Water Technology Center, TZW) 및 다양한 산업 파트너들이 참여한 BMBF 공동 프로젝트 'TRUST'에서 검토되었다.

페루의 루린강(Lurin River) 유역의 예를 이용하여, 연구원들은 식수 공급, 안전한 하·폐수 처리, 물 재사용을 위한 학제간 및 학제간 개념을 개발하였다.

모든 사람을 위한 안전한 위생과 물의 가용성 및 지속가능한 관리는 UN의 '지속가능한 개발을 위한 2030 의제(2030 Agenda for Sustainable Development)'에서 중요한 목표이다.
 
그러나 물이 부족하지만 인구 증가와 경제 호황으로 인해 물이 점점 더 많이 필요한 페루와 같은 국가에서 어떻게 이것이 달성 될 수 있을까요?

이를 위해 TRUST 프로젝트는 자연, 공학 및 사회 과학의 연구와 실제 지식을 결합하고 지역 및 지역 수준의 영향을받는 사람들을 포함하는 개념을 개발했다.

현재 사용 가능한 최종 보고서는 5개의 논문과 수자원, 물사용 및 물관리에 대한 총 20개의 권장사항을 제공한다.

1. 수자원 이해 및 보호(Understanding and protecting water resources)

슈투트가르트 대학교(University of Stuttgart)의 학제간 위험 및 혁신연구센터(Interdisciplinary Risk and Innovation Studies  ; ZIRIUS)의 프로젝트 관리자인 크리스탄 레온(Christian D. Leon)은 다음과 같이 요약한다.

"물부족 지역의 좋은 수자원 관리를 위해서는 애당초 얼마나 많은 물을 이용할 수 있는지에 대한 탄탄한 데이터베이스와, 그리고 물이 귀중한 자산이라는 인구 인식이 필요하다."

그러나 페루와 같은 국가에서는 이러한 요구 사항이 모두 부족하다. 따라서 전략적으로 선택된 위치에 최소한의 측정 스테이션을 설정하고 이를 위성 기반 측정으로 보완하는 것이 중요하다.

둘째로, "대중과의 대화에 초점을 맞추고 수질과 관련된 건강 위험을 다루는 교육 캠페인이 필요하다"고 크리스탄 레온(Christian D. Leon) 관리자는 말한다.

2. 공동 물사용 계획을 통한 갈등 해결(Resolving conflicts through joint water use planning)

건조한 지역에서는 농업, 산업, 그리고 인구가 부족한 수자원을 놓고 경쟁을 벌이고 있다. 이 충돌은 목표라는 측면에서만 설명할 수 없으며 전체적으로 해결할 수 있다.

크리스탄 레온(Christian D. Leon) 관리자는 "농업에서 관개를 위한 지하수 사용 등 하나의 행동이 다른 참가자와 그들의 행동에 어떤 영향을 미치는지 보여주는 공동 물 관리 계획이 필요하다"라면서 "이를 위해, ZIRIUS의 우리는 다양한 측정 조합을 비교하고 그 효과를 보여주는 시스템 분석을 기반으로 모델을 개발했다"라고 말한다.

3. 현장 물관리를 위한 맞춤형 솔루션(Tailored solutions for on-site water management)

좋은 물 공급과 위생은 지역 사람(종종 자원 봉사자)가 참여하고 그들의 문화적, 사회적 특성을 고려해야만 효과가 있다.

사람들이 기꺼이 물값을 지불하기 위해서는 물의 가치에 대한 인식을 높이는 것이 중요하다. 동시에 자원의 경제적인 사용에 대한 인센티브가 제공되어야 한다. 물과 건강의 주제를 연결하는 정보 이벤트는 이러한 목적을 위해 유용하다.

4. 하·폐수처리 및 하·폐수 재사용 개선(Improving wastewater treatment and wastewater reuse)

지하수 외에도, 처리한 하·폐수는 산업이나 농업에서의 관개를 위한 중요한 자원이다. 그러나 페루에 있는 처리장들은(그것들이 존재한다면) 그것들이 종종 낡고 잘 관리되지 않는다.

슈투트가르트 대학교(University of Stuttgart)의 위생 엔지니어링, 수질 및 고체 폐기물관리 연구소(Institute for Sanitary Engineering, Water Quality and Solid Waste Management) 랄프 밍케(Ralf Minke)는 "첫째, 처리공장은 최첨단 기술을 적용한 상태로 전국에 지어져야 하며, 기존의 많은 공장들이 보다 효율적으로 만들어져야 합니다. 또한, 직원들에게 더 나은 교육을 제공하는 것이 중요하다"라고 강조한다.

건설 붐으로 인해 자연적으로 스며드는 표면이 부족해지고 있기 때문에, 예를 들어 인공적으로 스며드는 표면을 만드는 것도 가능하다. 이들 중 직접 재사용하지 않는 상당량의 하·폐수는 지하수로 환원될 수 있다.

5. 급수 및 하·폐수 처리 시스템의 설계 및 운영(Design and operation of water supply and wastewater disposal systems)

식수 정화를 위해서는 저렴하고 유지보수가 적으며 파손될 가능성이 없는 적응형 자연 기반 저기술 솔루션이 필요하다.

그러나 처리장은 낮은 운영비(예: 살수 필터 방법 사용)에서 일관되게 높은 세척 성능을 허용하는 기술을 기반으로 해야 한다.

최적의 작동을 위해 데이터 시리즈는 24시간 이상 지속적으로 유입수와 배출수의 품질에 대한 정보를 제공해야 한다.

산안드레 드 투피코차시(San Andres de Tupicocha), 지역 위생 및 서비스 관리 위원회( local Sanitation and Services Administration Board ; JASS), 독일 상하수도협회 물기술센터(Water Technology Center  ; TZW), 지역 NGO 단체와 협력하여 슈투트가르트 대학의 과학자들은 페루 고지대에 하·폐수 처리를 위한 훈련 및 파일럿 플랜트를 설치했다.

'코로나19(COVID-19)' 전염병으로 인해 작업을 일시적으로 중단해야 했지만, 프로젝트가 끝날 때 맞춰 공장이 완공되었다.

Working Together For Clean Water

How can water be supplied to people, agriculture, and industry in arid regions in a sustainable, equitable, and environmentally friendly manner?

This question was examined in the BMBF joint project “TRUST”, which involved the University of Stuttgart, the Karlsruhe Institute of Technology (KIT), the Water Technology Center (TZW) of the German Waterworks Association (DVGW) as well as various industrial partners.

Using the example of the Lurin River basin in Peru, the researchers developed inter- and transdisciplinary concepts for drinking water supply, safe wastewater disposal, and water reuse.

The availability and sustainable management of water as well as safe sanitation for all are important goals of the United Nations’ 2030 Agenda for Sustainable Development.

But how is this to be achieved in a country like Peru, where water is scarce but more and more of it will be needed due to population growth and the economic boom?

To this end, the TRUST project developed concepts that combine research and practical knowledge from the natural, engineering, and social sciences and involve those affected at the local and regional levels.

The final report, which is now available, results in five theses and a total of 20 recommendations for water resources, water use, and water management.

1. Understanding and protecting water resources

Project manager Christian D. Leon from the Center for Interdisciplinary Risk and Innovation Studies (ZIRIUS) at the University of Stuttgart sums up:

“for good water resource management in regions of water scarcity, we need a solid database on how much water is available in the first place, and an awareness among the population that water is a valuable asset.”

However, both of these requirements are lacking in countries like Peru. It is therefore important, to set up a minimum number of measuring stations at strategically chosen locations and to supplement these with satellite-based measurements for one thing.

Second, he says, education campaigns are needed that focus on dialog with the public and address the health risks associated with water quality.

2. Resolving conflicts through joint water use planning

In arid regions, agriculture, industry, and the population are competing for the scarce resource of water. This conflict cannot only be described in terms of objectives, but can be resolved holistically.

“We need joint water management planning that shows how one action, such as the use of groundwater for irrigation in agriculture, affects other players and their actions. For this purpose, we at ZIRIUS developed a model based on systems analysis that compares different combinations of measures and shows their effects,” says Leon.

3. Tailored solutions for on-site water management

Good water supply and sanitation can only work if local players - often volunteers - are involved and their cultural and social characteristics are taken into account.

For people to be willing to pay for water, it is important to raise awareness of its value. At the same time, incentives should be provided for the economical use of the resource. Information events that link the topics of water and health are useful for this purpose.

4. Improving wastewater treatment and wastewater reuse

In addition to groundwater, treated wastewater is an important resource for use in industry or for irrigation in agriculture. However, treatment plants in Peru - if they exist at all - are often outdated and poorly managed.

“First, treatment plants must be built all over the country that are in accordance with the state of the art, and many existing plants need to be made more efficient. In addition, it is important to provide better training for the employees,” emphasizes Ralf Minke from the Institute for Sanitary Engineering, Water Quality and Solid Waste Management at the University of Stuttgart.

Since natural seeping surfaces are becoming scarce due to the construction boom, it is also possible, for example, to create artificial seeping surfaces. On these, largely treated wastewater that is not directly reused can be returned to the groundwater.

5. Design and operation of water supply and wastewater disposal systems

For the purification of drinking water, adapted and nature-based low-tech solutions are needed that are affordable, low-maintenance, and not likely to be vandalized.

Treatment plants, however, need to be based on a technology that allows a consistently high cleaning performance at low operating costs (e.g. using the trickling filter method).

In order to ensure optimal operation, data series are required that, over 24 hours, continuously provide information about the quality of the incoming and outgoing water.

In cooperation with the municipality of San Andres de Tupicocha, the local Sanitation and Services Administration Board (JASS), the TZW, and local NGOs, scientists from the University of Stuttgart built a training and pilot plant for wastewater treatment in the highlands of Peru where the integrated concepts developed in TRUST can be demonstrated.

Due to the COVID-19 pandemic, work had to be stopped temporarily, but the plant was completed in time for the end of the project.
