[미국] WSSC워터, 하수 재생에너지 전환 사업 승인
혁신적인 '피스카타웨이 바이오 에너지 프로젝트' 진전 위해 워싱턴가스와의 계약 승인

WSSC Water Commissioners(이하 WSSC워터)는 5월19일 WSSC워터의 프린스 조지 카운티의 아릴랜드 아코키크(Accokeek)에 있는 피스카타웨이 바이오 에너지 시설(Piscataway Bioenergy facility)에서 재생 가능한 천연가스를 공급하기 위해 약 900피트의 천연가스 파이프라인 및 관련 인프라의 건설 및 설치에 대해 워싱턴가스(Washington Gas ; WGL)와 18년 계약을 승인했다.

워싱턴 D.C.를 비롯해 메릴랜드, 버지니아주 전역에 걸쳐 120만 명 이상의 고객에게 서비스를 제공하는 워싱턴가스는 올 여름 메릴랜드 주 공공 서비스 위원회의 승인을 받을 예정이다. 승인되면 2022년 봄부터 워싱턴가스 인프라 건설이 시작될 전망이다.

피스카타웨이 바이오에너지 프로젝트(Piscataway Bioenergy project )의 핵심은 WSSC워터가 하수 및 오수처리 과정에서 발생하는 영양소가 풍부한 유기물질인 바이오솔리드(biosolids)를 어떻게 처리하느냐다. 현재 WSSC워터의 5대 수자원 복구시설에서는 매달 약 8천 톤의 바이오 고형물이 생산되고 있다.

바이오에너지 설비 혁신기술을 통해 처리과정에서 남은 바이오솔리드(biosolids) 양이 대폭 줄고 청정(A급)이 된다. 이들 A급 바이오 고형물을 만드는 과정에서 메탄가스가 생성돼 WSSC워터가 공개시장에서 판매할 재생천연가스(RNG ;  renewable natural gas))로 포획·업그레이드된다.

RNG를 판매하면 석유 산업에 판매될 수 있는 재생 연료 크레딧이 생성되어 WSSC워터의 추가 수익을 창출할 수 있다.

WSSC워터의 카를라 A. 레이드(Carla A. Reid) 총괄 겸 CEO는 "이번 계약승인은 온실가스 감축, 체서피크만(Chesapeake Bay) 보호, 신재생에너지 조성, 고객 비용 절감 등에 도움이 되는 프로젝트를 고객들에게 전달하는 데 중요한 단계"라면서 "이 자금 지원을 승인해 주신 위원님들께 감사드리며, 보다 깨끗하고 환경 친화적인 미래를 위해 협력해주신 워싱턴가스에 감사드린다"라고 말했다.

워싱턴가스(Washington Gas)의 블루 젠킨스(Blue Jenkins) 사장은 "우리는 WSSC워터와 함께 쓰레기를 에너지로 전환해 우리 지역의 온실가스 배출량을 더 낮출 수 있도록 하는 첫 번째 혁신적인 프로젝트에 협력하게 되어 기쁘다"고 말했다.

블루 젠킨스(Blue Jenkins) 사장은 이어 "이번 프로젝트를 통해 우리는 이 유망한 기술을 지속적으로 개선하고 더 많은 것을 배울 수 있게 되어 우리 모두가 함께 협력하여 청정 에너지 미래를 만들면서 우리 지역 전체로 RNG 사용을 확대할 수 있게 될 것이다"리고 덧붙였다.

피스카타웨이 바이오 에너지 시설(Piscataway Bioenergy facility)은 온실가스 배출량을 15% 줄여 체서피크만(Chesapeake Bay)을 보호하고 WSSC워터 운영비를 절감해 WSSC워터 고객을 연간 300만 달러 이상 절감할 수 있도록 지원한다. 2억7천100만 달러 규모의 건설비용 들어가는 이 시설은 2019년 5월 착공해 2024년 가을에 완공될 것으로 예상된다.

WSSC Water Commissioners Approve Contract With Washington Gas To Advance Innovative Piscataway Bioenergy Project
Project Transforms Sewage into Renewable Energy

WSSC Water Commissioners today approved an 18-year contract with Washington Gas (WGL) for the construction and installation of approximately 900 feet of natural gas pipeline and related infrastructure to supply natural gas to, and convey renewable natural gas from WSSC Water’s Piscataway Bioenergy facility in Accokeek, Maryland in Prince George’s County.

Washington Gas, a regulated utility that serves more than 1.2 million customers across Washington, D.C., Maryland and Virginia, will seek the Maryland Public Service Commission’s approval of the project this summer. Once approved, construction of Washington Gas’ infrastructure is expected to begin in spring 2022.

At the heart of the Piscataway Bioenergy project is how WSSC Water handles biosolids, the nutrient-rich organic materials resulting from the wastewater treatment process. Currently, WSSC Water’s five major water resource recovery facilities produce about 8,000 tons of biosolids each month.

Through innovative technology at the bioenergy facility, the amount of biosolids left over from the treatment process will be significantly reduced and cleaner (Class A). The process used to create these Class A biosolids will generate methane gas, which will be captured and upgraded to renewable natural gas (RNG) that WSSC Water will sell on the open market.

Selling RNG will generate Renewable Fuel Credits, which can be sold to the petroleum industry - generating additional revenue for WSSC Water.

“This contract approval is a significant step in delivering a project for our customers that will reduce greenhouse gas emissions, help protect the Chesapeake Bay, create renewable energy and save our customers money,” said WSSC Water General Manager and CEO Carla A. Reid. “I thank our Commissioners for approving this funding and Washington Gas for their partnership in delivering on a cleaner and greener future.”

This bioenergy facility will help protect the Chesapeake Bay by reducing greenhouse gas emissions by 15 percent and save WSSC Water customers more than $3M per year by reducing WSSC Water’s operating costs. Construction of the $271M facility began in May 2019, and is expected to be complete in fall 2024, weather permitting.
