2020년에 전세계적인 전염병('코로나19')은 현재의 지배체제가 어떻게 인류를 위협하는 체계적 문제들을 해결하기 위해 불충분하게 준비되었는지 폭로했다. 더 나은 대비는 지역사회를 대규모 위협에 대한 보다 탄력적으로 만들 수 있다.

6월 2일, 글로벌 워터 파트너십(GWP ; Global Water Partnership)는 '기후 회복력 있는 물 투자 10년(Mobilising Change: 10 years of climate resilient water investments)' 보고서를 발행했는데, 이는 물 안보에 대한 기후 변화 과제를 해결하기 위한 혁신적 개발 구현에 기여하는 것이다.

보고서 '변화동향 : 기후 복원력 있는 물 투자 10년(Mobilising Change: 10 years of climate resilient water investments) - 특히 전 세계로부터 '변화의 이야기(stories of change)'를 통해 - 거의 10년 동안의 GWP 물 및 기후 프로그램에서 배운 교훈을 담고 있다.

GWP(Global Water Partnership)의 다리오 소토 에이브릴(Dario Soto-Abril) 사무총장은 "우리는 이러한 교훈을 개발사회의 다른 분야로 옮길 수 있다고 믿는다"고 말했다.

소토 에이브릴(Soto-Abril)은 이 보고서가 어떻게 개선된 물 거버넌스가 정부와 지역사회가 기후변화의 영향에 더 탄력적으로 대처하는 데 도움을 주었는지에 대한 GWP의 오랜 경험을 요약하고 있다고 언급했다.

이 보고서는 문제가 어떻게 진단되었는지, 응답이 설계되었는지, 그리고 개입이 어떻게 수행되었는지에 대해 설명한다.

■ 물-기후 연결(Reaffirming the water-climate connection)

GWP의 물과 기후 프로그램을 처음부터 이끌고 있는 GWP의 글로벌 책임자인 알렉스 시말라브위(Alex Simalabwi)는 다음과 같이 말했다.“이 프로그램의 교훈은 물을 통해 기후와 개발을 연결하는 것의 관련성을 재확인한다. 이 작업을 주도하는 우선 순위는 국가 적응 계획에서 물에 입각 한 통찰력을 포지셔닝하고, 복원력을 구축하는 물 프로젝트를 위한 기후 금융에 대한 접근을 촉진하고, 물 인프라에 대한 통합 계획을 지원하는 것이다."

알렉스 시말라브위(Alex Simalabwi) 책임자는 이어 "GWP가 지난 10년간 GWP의 물·기후 프로그램에 투자한 모든 달러당 1:33의 레버리지 비율을 나타내는 15억 유로 규모의 수자원 및 기후 복원력 투자를 지원한 것은 실질적인 영향을 창출하기 위한 파트너십의 변혁력을 보여주는 증거"라고 덧붙였다.

알렉스 시말라브위(Alex Simalabwi) 책임자는 특히, "이 레버리지 비율(leverage ratio)은 주요 개발 은행과 비교할 수 있으며, 현지 소유권과 보다 얇고 유연한 제공 모델을 갖춘 국내 용량을 사용한다. "코로나19(COVID-19)' 이후 세계가 재건됨에 따라 GWP는 혁신적인 기후 복원 개발의 설계와 구현을 위한 검증된 모델을 제공한다"라고 강조했다.

■ 야심찬 전략의 일부(Part of an ambitious strategy)

2020년 1월 GWP는 4개 대륙의 분지 : 아시아, 아프리카, 유럽, 그리고 라틴 아메리카와 카리브해 등 60개국과 20개국에 거주하는 40억 명 이상의 물 관련 지속가능발전목표(SDGs ;  Sustainable Development Goals)를 대폭 앞당기고 향후 6년간 100억 유로 이상의 물 관련 투자에 영향을 미치겠다는 야심찬 전략인 '물 보안세계를 위한 모빌라이징(Mobilising for a Water Secure World)'에 착수했다.

GWP의 과감한 타깃은 GWP와 전 세계 협력사들이 20여 년 동안 현장에서 작업을 해온 결과다. 그 경험을 바탕으로, GWP의 기후 회복적 개입은 물 투자 전달에서 파악된 과제를 우선적으로 해결하기 위해 조치를 확장할 것이다.

이번 보고서 발간 행사는 세계 각국의 GWP 직원들이 매년 모이는 GWP의 '지역별 날( Regional Day)'의 일환으로 열렸다. 올해 온라인 행사는 GWP의 25년을 기념하는 기회이기도 했으며, 이 이정표를 알리는 전용 웹사이트가 개설되었다.

New report offers solutions to water and climate challenges

Last year the global pandemic exposed how current governance systems are inadequately prepared to address systemic challenges that threaten humanity. Better preparedness can make communities more resilient to large scale threats.

On 2 June, GWP launched a report, “Mobilising Change: 10 years of climate resilient water investments”, which is a contribution to implementing transformative development to solve climate change challenges to water security.

The report, Mobilising Change: 10 years of climate resilient water investments - particularly through its ‘stories of change’ from around the world - contains the lessons learned in the nearly 10-year GWP water and climate programme.

“We believe these lessons are transferable to other sectors of the development community,” said GWP Executive Secretary Dario Soto-Abril.

“The scope of GWP’s work is ambitious, involving high level assessment, policy, and planning at regional and national levels, supporting policy-makers to integrate water management as an essential element in their development plans,” he added. “That high-level approach has had on-the-ground impact.”

At the launch event, which gathered over 120 participants, Soto-Abril also said that “2021 marks 25 years of GWP mobilising partners for a water secure world ? ‘mobilising change’ requires long-term commitment; there are no quick fixes to water management.”

He noted that the report outlines GWP’s long-running experience of how improved water governance has helped governments and communities become more resilient to the effects of climate change.

The report explains how problems were diagnosed, a response was designed, and how interventions were undertaken.

■Reaffirming the water-climate connection

Alex Simalabwi, GWP’s Global Head - Climate Resilience, who has led GWP’s water and climate programme since its inception, said, “The lessons of this programme reaffirm the relevance of connecting climate and development through water.

The priorities driving this work are positioning water-informed insights in national adaptation planning, facilitating access to climate finance for resilience-building water projects, and supporting integrated planning for water infrastructure.”

"GWP's track record in supporting water resource and climate resilience investments worth €1.5 billion, representing a leverage ratio of 1:33 for every dollar invested in GWP's water and climate programme over the past 10 years, is a testament to the transformative power of partnerships to create real impact,” added Simalabwi.

"This leverage ratio is comparable to major development banks, and uses in-country capacity, with local ownership and a leaner and flexible delivery model. As the world rebuilds after Covid-19, GWP offers a proven model for design and implementation of transformative climate resilient development."

■Part of an ambitious strategy

In January 2020, GWP embarked on its ambitious strategy ‘Mobilising for a Water Secure World’, which aims to influence more than €10 billion in water-related investments over the next six years and significantly advance the water-related Sustainable Development Goals (SDGs) for more than 4 billion people living in 60 countries and 20 transboundary basins across four continents: Asia, Africa, Europe, and Latin America and the Caribbean.

GWP’s bold targets are the result of more than two decades of on-the-ground work by GWP and its partners around the world. Building on its experience, GWP’s climate resilient interventions will be scaled up action to address the challenges identified in the delivery of water investments as a priority.

The launch event took place as part of GWP’s Regional Days, an annual gathering of GWP staff from all corners of the world. This year the online event was also an opportunity to celebrate GWP’s 25 years and a dedicated website marking this milestone was launched.
