두바이 '제벨알리 SWRO 담수화 플랜트' 공정률 92.4%


아랍에미레이트(UAE) 두바이 전기수도국(DEWA ; Dubai Electricity and Water Authority)은 제벨 알리(Jebel Ali) 발전소와 담수화 단지에 해수 역삼투(SWRO ; Seawater Reverse Osmosis) 담수화 플랜트 공정률이 92.4%를 보이고 있다고 9월 7일 밝혔다. 이 복합 단지는 두바이의 전기 및 수도 서비스를 제공하는 주요 공급업체로 신뢰성, 효율성 및 품질 수준이 높다.

DEWA는 스페인의 악시오나 아구아(Acciona Agua)와 벨하사 식스 건설(Belhasa Six Construction ; BeSIX)이 이끄는 컨소시엄에 하루 4천만 갤런(MIGD)의 담수화수를 생산할 수 있는 플랜트를 8억7천100만 디르함(AED : UAE 화폐단위)을 투입하여 건설중이다.

DEWA의 상무이사 겸 CEO인 에이치이 사드 모하메드 알 테일러(HESaeed Mohammed Al Tayer)는 "DEWA가 두바이의 성장과 수요에 보조를 맞추기 위해 전기와 수도 인프라 프로젝트를 계속 시행하고 있다"고 말했다. 그는 "이 프로젝트가 계획대로 진행되고 있으며, 최대 물 수요를 위한 예비 마진을 충족시키기 위해 생산 잉여분을 유지하기 위해 2021년 4분기에 완료될 것으로 예상된다"고 언급했다.

알 테일러 CEO는 "DEWA의 해수담수화 설치 용량은 490 갤런(MIGD)이며 최대 물 수요는 378 MIGD에 달한다"고 언급했다. DEWA는 SWRO(해수 역삼투) 생산능력을 2030년까지 303 MIGD로 늘려 현재 13%의 점유율이 아닌 42%에 도달하는 것을 목표로 하고 있다.

SWRO 담수화 플랜트는 다단계 플래시(Multi-Stage Flash ; MSF) 플랜트보다 더 적은 에너지를 필요로 한다. 담수화된 물 생산 능력은 2030년에 730 MIGD에 이를 것으로 예상하고 있다. DEWA의 전략에 따르면, 담수화수의 100%는 2030년까지 재생에너지와 폐열을 모두 사용하는 청정에너지 혼합물에 의해 생산된다.

이로써 두바이(Dubai)는 물을 담수화하기 위해 청정에너지를 사용하는 전세계 목표치를 초과 달성할 수 있을 것이다. 담수화 작업을 전기 생산에서 분리하는 운영 효율성을 높이면 2030년까지 약 130억 디르함(AED)를 절약하고 4천400만 톤의 탄소 배출을 줄일 수 있다.

DEWA의 나세르 루타(Nasser Lootah) 제너레이션 부문 부사장은 "DEWA가 효과적인 담수화 플랜트 제어 및 모니터링을 가능하게 하는 스마트 기술을 채택하여 가용성과 신뢰성을 향상시켰다"고 말했다.

DEWA는 담수화 공정에 앞서 물을 처리하고 오염물질을 제거하기 위해 'K' 스테이션 SWRO 공장에서 최초로 용존 공기 부양(DAF ; Dissolved Air Flotation) 시스템을 구현했다. 이는 특히 총 부유물질과 혼탁도가 높은 적조 시 모든 조건에서 담수화 공정을 지속할 수 있게 한다.

이 플랜트는 또한 해수 사료(seawater feed)의 품질을 필터링하고 개선하여 역삼투막의 수명 및 성능을 증가시키는 이중 매체 필터(DMF ; Dual Media Filter)를 갖추고 있다. 또한, 본 사업에서 구현된 2패스 역삼투 시스템(two-pass reverse osmosis system)은 높은 품질의 식수를 보장한다.

SWRO 공장에는 96%의 효율률을 가진 복구 장치가 장착되어 있다. 이들은 첫 번째 패스 브라인(pass brine) / 거부 스트림(reject stream)의 고압을 이용하여 공급수 스트림의 한 부분으로 이송하여 첫 번째 패스 브라인 / 거부 스트림의 일부로 이송한다. 이를 통해 고압 펌프의 전력 소비량을 크게 줄이고, 따라서 담수화 프로세스의 효율성을 향상시킨다.

DEWA는 현재 D-, E-, G-, K-, L 및 M 스테이션에 총 427 MIGD의 물 생산 능력을 가진 43개의 다단계 플래시(MSF) 물 담수화 장치를 보유하고 있다. 그것은 또한 63 MIGD의 생산능력에 2개의 SWRO 플랜트를 가지고 있다. DEWA의 총 담수화수 생산능력은 제벨 알리 발전소(Jebel Ali Power Plant) 및 담수화 단지(Desalination Complex)에서 490 MIGD이다.

DEWA’s SWRO water desalination plant in Jebel Ali is 92.4% complete

Dubai Electricity and Water Authority (DEWA) has completed 92.4% of the Seawater Reverse Osmosis (SWRO) desalination plant at Jebel Ali Power Plant and Desalination Complex. The Complex is the main supplier of Dubai’s electricity and water services with a high level of reliability, efficiency, and quality.

DEWA had awarded the implementation of the AED 871 million plant, with a production capacity of 40 Million Imperial Gallons of Water per Day (MIGD) of desalinated water, to a consortium led by Spain’s Acciona Agua and Belhasa Six Construct (BeSIX).

HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, said that DEWA continues implementing electricity and water infrastructure projects to keep pace with Dubai’s growth and demand. He noted that the project is going as planned and is expected to be completed in Q4 of 2021 to maintain the surplus in production to meet the reserve margin for peak water demand.

Al Tayer noted that DEWA’s installed capacity of desalinated water is 490 MIGD, with peak water demand reaching 378 MIGD. DEWA aims to increase its SWRO production capacity to 303 MIGD by 2030; reaching 42% instead of its current share of 13%.

SWRO desalination plants require less energy than Multi-Stage Flash (MSF) plants. The desalinated water production capacity will reach 730 MIGD in 2030. According to DEWA’s strategy, 100% of desalinated water will be produced by a clean energy mix that uses both renewable energy and waste heat by 2030.

This will allow Dubai to exceed global targets for using clean energy to desalinate water. Increasing the operational efficiency in decoupling desalination from electricity production will save around AED 13 billion and reduce 44 million tonnes of carbon emissions by 2030.

Nasser Lootah, Executive Vice President of Generation Division at DEWA, said that DEWA adopts smart technologies that allow effective desalination plant control and monitoring, thus enhancing availability and reliability.

For the first time, DEWA implemented in “K” station SWRO plant the Dissolved Air Flotation (DAF) system to treat water and remove any pollutants prior to desalination process. This enables the desalination process to continue in all conditions especially during red tide when total suspended solids and turbidity reach high levels.

The plant is also equipped with a Dual Media Filter (DMF), which filters and improves the quality of seawater feed, thus increasing the lifetime and performance of the reverse osmosis membranes. Moreover, the two-pass reverse osmosis system implemented in this project guarantees a high quality of potable water.

The SWRO plant is equipped with recovery devices that has a 96% efficiency rate. They utilise the high pressure from the first pass brine/reject stream and transfer it to a portion of the feed water stream to first pass inlet. This significantly reduces electricity consumption in the high pressure pump, thus enhancing efficiency of the desalination process.

DEWA currently has 43 MSF water desalination units with a total production capacity of 427 MIGD of water at the D-, E-, G-, K-, L, and M Stations. It also has two SWRO plants with a production capacity of 63 MIGD. DEWA’s total production capacity of desalinated water is 490 MIGD at the Jebel Ali Power Plant and Desalination Complex.

DEWA ensures the quality of desalinated water through continuous diagnosis at different desalination stages to provide customers with drinking water that meets the highest international quality and safety standards, including that of the World Health Organization (WHO) for producing, transmitting and distributing drinking water.
