전세계의 도시들이 물공급의 취약성을 받아들이면서 물 재사용과 담수화 기술에 대한 수요는 빠른 속도로 증가하고 있다. 

10월 11∼13일 이탈리아 로마에서 국제담수화협회(International Desalination Association ; IDA) 주최로 열린 ‘2021 국제 물재이용 및 재활용 컨퍼런스(2021 International Water Reuse and Recycling Conference)’에서 발표된 수치에 따르면, 비재래식 물 생산 시설의 총 계약 용량은 2021년 말까지 3억2천100만㎥/일에 달할 것이라고 한다. 그것은 나일강에 의해 매일 바다로 방출되는 물의 양보다 두 배 이상 많은 양이다.

이 두 가지 기술 중 물재이용이 가장 빠르게 증가하고 있다. GWI DesalData에서 제공한 데이터에 따르면 2020년 1천560만㎥/일, 2019년 1천180만㎥/일에 비해 2021년 물 재이용 공장 신규 발주는 2천90만㎥/일 용량을 넘어설 것으로 예상된다. 해수 및 염수 담수화 플랜트의 신규 수주는 510만㎥/일로 전년 대비 8% 증가할 것으로 예상되며, 2021년은 수자원 시장의 성장률이 4년 연속 증가하게 된다.

IDA의 회장이자 알마르 워터 솔루션(Almar Water Solutions)의 CEO인 카를로스 코신(Carlos Cosin)은 “비전통적인 수자원을 개발하고 홍보하기 위해 수년간 노력한 후 결과를 보게돼 흥분된다. 담수화 및 물재이용을 통해 비전통적 자원을 촉진하는 것이 IDA의 임무다. 비록 늦었지만, 우리는 기후 변화에 맞서 싸우기 위한 중요한 기둥으로서 새로운 수자원을 생산하는 이 독특한 방법을 발전시켜야 할 변곡점에 있는 것이 분명하다”라고 말했다.

카를로스 코신 회장은 이어 “인구 증가, 기후변화, 자원 부족은 물을 재사용하는 것을 점점 더 수요가 많은 기술로 만든다. 기술에 대한 투자 덕분에, 그것의 낮은 비용과 신뢰성은 그것이 사회를 위한 저렴한 비전통적인 자원이라는 것을 보여준다”라고 덧붙였다.

그는 특히 “다음 단계는 싱가포르가 이미 해왔던 것과 같이 대중을 알리고 교육하는 것이며, 직접적이고 간접적인 유용성을 위해 대중을 훨씬 더 광범위하게 사용하는 것이다. 나는 이러한 해결책의 전세계적 구현이 머지않아 이루어질 것이라고 확신한다”고 강조했다.

카를로스 코신 회장에 따르면 물 재사용을 위한 주요 시장은 아시아와 중동이었는데, 아시아에서는 도시 인구가 수자원이 제한된 지역에서 빠르게 증가하고 있다. 미국 남서부와 2021년 라틴 아메리카의 파라나 강 유역의 가뭄은 내년과 그 이후 이들 지역의 물 재활용에 대한 투자 가속화로 이어질 가능성이 높다. 농업이 물 재사용 시장의 가장 큰 부문으로 남아있지만, 식용으로 사용되는 3중 장벽 보호를 사용하는 높은 등급의 물 사용은 빠르게 증가하고 있다.

물 재사용의 주요 시장은 아시아와 중동으로, 수자원이 제한된 지역에서 도시 인구가 빠르게 증가하고 있습니다. 2021년 동안 미국 남서부와 남미의 파라나 강 유역의 가뭄은 내년과 그 이후에 해당 지역의 물 재활용에 대한 투자를 가속화할 것으로 예상된다.

농업이 물 재이용 시장의 가장 큰 부문으로 남아 있지만, 음용 응용 프로그램을 위한 삼중 장벽 보호를 사용하는 고급 물 사용이 빠르게 증가하고 있다.

과거 담수화 시장은 에너지 소비에 대한 우려로 침체되어 왔지만 최근에는 저렴한 태양광 발전의 등장으로 담수화 비용이 획기적으로 절감되었다. 담수화의 최저 비용에 대한 기록은 사우디 아라비아의 프로젝트로 입방미터(㎥)당 0.5달러의 장벽이 무너진 2018년에 떨어지기 시작했다.

다음 달에 두바이(Dubai) 프로젝트는 입방미터(㎥)당 0.27달러의 관세로 자금 조달을 마감할 것으로 예상된다. 이는 주로 아랍에미리트(UAE)에서 저렴한 태양광 발전을 이용할 수 있기 때문DL다. 

과거 담수화 시장은 담수화 플랜트의 에너지 소비에 대한 우려로 인해 억제되어 왔지만, 최근 몇 년 동안 저비용 태양 에너지의 출현으로 담수화 물의 비용이 크게 줄어들었다.

크리스토퍼 갓슨(Christopher Gasson) GWI DesalData의 발행인은 “물재이용은 지난 5년 동안 놀라운 성장을 보였지만, 이것은 더 큰 무언가의 시작일 수도 있다. 일단 정치인들이 간접적으로 음용할 수 있는 재사용이 가장 안전하고, 최저가이며, 가장 환경 친화적인 추가 용수 공급원이라는 것을 이해하게 되면, 그것은 오늘날 싱가포르에서와 같이 전 세계의 표준이 될 수 있다”고 말했다.

Explosive growth in demand for unconventional water resources as climate change bites

 

October 11, 2021, Rome, Italy - Demand for water reuse and desalination technologies is growing at an accelerating rate as cities around the world come to terms with the vulnerability of their water supply. 

According to figures announced today in Rome at the International Desalination Association’s International Water Reuse and Recycling Conference, total contracted capacity for unconventional water production facilities will reach 321 million m3/d by the end of 2021. That is more than twice the volume of water discharged to the sea by the river Nile every day.

Of the two technologies, water reuse is growing fastest. Orders for new water reuse plants are expected to top 20.9 million m3/d of capacity in 2021, compared with 15.6 million m3/d of capacity in 2020 and 11.8 million m3/d of capacity in 2019. 

Orders for new seawater and brackish water desalination plants are expected to reach 5.1 million m3/d - an 8% increase on the previous year. 2021 will be the fourth year in a row in which the rate of growth of the unconventional water resources market has increased. Carlos Cosin, IDA President and CEO of Almar Water Solutions, commented on the figures: “I’m excited to see results after many years of working to develop and promote non-conventional water resources. Promoting non-conventional resources through desalination and water reuse is the IDA’s mission. Although slow to arrive, we are clearly at the inflection point to ramp up this unique way to generate new water resources as a critical pillar to fight against climate change.” 

“Population growth, climate change, and resource scarcity make water reuse an increasingly in-demand technology. Thanks to investment in technologies, its low cost and reliability show it is an affordable non-conventional resource for society.” 

“The next step is to raise awareness and educate the public, as Singapore has already done, and make its use much more extensive for direct and indirect potable use. I am sure global implementation of these solutions will come sooner rather than later.”

The key markets for water reuse have been Asia and the Middle East, where urban populations have been growing fast in areas with limited water resources. Droughts in the southwestern United States and Latin America’s Parana river basin during 2021 are likely to lead to accelerated investment in water recycling in those regions next year and beyond. 

Although agriculture remains the largest sector of the market for water reuse, high grade water use using triple barrier protection for potable applications has been growing fast.

In the past, the desalination market has been held back by concerns about its energy consumption, but in recent years the emergence of low cost solar power has dramatically cut the cost of desalinated water. Records for the lowest cost of desalinated water started to fall in 2018 when the $0.50/m3 barrier was broken by a project in Saudi Arabia. 

Next month, a project in Dubai is expected to close financing with a tariff of 0.27/m3 - largely thanks to the availability of low cost solar power in the emirate.

Christopher Gasson, Publisher of GWI DesalData, commented: “Water reuse has seen incredible growth over the past five years, but this may be just the beginning of something even bigger. Once politicians understand that indirect potable reuse is the safest, lowest cost and most environmentally friendly source of additional water, it could become the norm all over the world as it is in Singapore today.

“Looking at the pipeline for the desalination projects, 2022 could well be the best year ever. Beyond that, the challenge for the industry will be to replicate the low costs and small carbon footprints achieved in the GCC region in the rest of the world.“
