아부다비 '슈웨이하트 S4 RO 해수담수화 독립 물 프로젝트' 건설 관련 관련기업 설명회 초청
참가 희망기업 및 컨소시엄 기업은 11월4일까지 EOI(의향표명서) 제출…2025년 중반 운영 계획
아랍에미리트(UAE) 전역의 물과 전기의 계획, 구매 및 공급을 통합적으로 조정하는 선도 공기업인 EWEC(Emirates Water and Electric Company ; 에미레이트 수도전기회사)는 '슈웨이하트 S4 RO 독립 물프로젝트(Shuweihat S4 Reverse Osmosis Independent Water Project)'에 대한 건설 계획을 10월 20일 발표하면서 개발에 참여할 개별 기업 및 컨소시엄 관계자들을 초청해 EOI(expression of Interest ; 의향표명서)를 제출을 요청했다.
'슈웨이하트 S4 RO 프로젝트'는 RO(역삼투) 기술을 이용해 해수를 담수화하여 하루 7천만 갤런(26만4천950㎥)의 물을 생산 및 공급함으로써 아부다비 알다프라(Al Dhafra) 지역을 중심으로 식수 공급의 안전성을 강화한다.
또한 이 플랜트는 전력과 물 생산 용량을 분리하는 EWEC의 광범위한 전략적 이니셔티브의 일환으로 경쟁력 있고 효율적인 RO 해수담수화 기술의 조달을 통해 이 분야에서 지속적인 비용 절감 이니셔티브에 핵심적인 역할을 할 계획이다.
EWEC(에미레이트 수도전기회사)의 오스만 알 알리(Othman Al Ali) CEO(최고경영자)는 "최근 미래 용량 요구 요약 보고서(Future Capacity Requirements Summary Report)에서 발표한 바와 같이, RO 해수담수화(RO seawater desalination)는 물과 전기 발전을 분리하고 설치된 예비 마진을 높임으로써 전반적인 생산비용을 줄이려는 우리의 지속적인 계획의 핵심 전략 기둥이다. 담수화 능력 또한 RO의 에너지 집약도가 극히 낮은 기술은 국가의 탄소 감축목표를 지원하면서 에너지원 다양화 제고에도 크게 기여할 수 있다"라고 말했다.
'슈웨이하트 S4 RO 프로젝트(Shuweihat S4 RO project)'는 아부다비에서 서쪽으로 약 250km 떨어진 슈웨이하트 전력 및 수자원 단지 내에 기존 '슈웨이하트 S3 IPP 프로젝트(Shuweihat S3 IPP Project)'에 인접한 곳에 위치하며, RO 해수담수화 플랜트의 개발(development), 자금조달(financing), 건설(construction), 운영(operation), 유지(maintenance) 및 소유(ownership)가 포함된다. 하루 7천만 갤런의 용수 생산량과 관련 기반 시설도 갖춘다.
EWEC는 2022년 말까지 재무 마감을 달성하는 것을 목표로 하고 있으며, 이 프로젝트 상업 운영일은 2025년 중반이다. 이 프로젝트에 단독 참여기업이나 컨소시엄 기업에 대해서는 최대 40%의 지분을 소유하게 되며 나머지 지분은 주로 아부다비 정부가 간접적으로 보유하게 된다.
EWEC는 단독 참여기업이나 컨소시엄 기업을 초청하여 2021년 11월 4일까지 EOI(expression of Interest ; 의향표명서)를 제출하도록 할 계획이다. 입찰 프로세스의 첫 단계에 대한 걸프 표준시(GST)이다. 관심 있는 당사자는 전자 사본을 통해 EOI를 EWEC에 제출해야 한다. 이메일 ; S4RO@ewec.ae.

EWEC Invites expression of Interest Submissions for the Development of Shuweihat S4 Reverse Osmosis (RO) Independent Water Project

EWEC (Emirates Water and Electricity Company), a leading company in the integrated coordination of planning, purchasing and supplying of water and electricity across the UAE, today invited developers or developer consortiums to submit an expression of Interest for the development of Shuweihat S4 Reverse Osmosis (RO) Independent Water Project.
The Shuweihat S4 RO project will see desalination of seawater using RO technology to supply 70 million gallons of water per day, enhancing the security of potable water supply predominantly in the Al Dhafra Region in the Emirate of Abu Dhabi.
Additionally, the plant will play a key role in the ongoing cost reduction initiatives in the sector through the procurement of competitive and efficient RO seawater desalination technology as part of EWEC’s wider strategic initiative of decoupling power and water generation capacity.
Othman Al Ali, Chief Executive Officer of EWEC, said: “As we recently announced in our Statement of Future Capacity Requirements Summary Report, RO seawater desalination is a key strategic pillar in our ongoing plans to decouple water and electricity generation, and reduce the overall cost of production by increasing the reserve margin of installed desalination capacity. In addition, the extremely low energy-intensive technology of RO can significantly contribute to enhancing the diversification of energy sources while supporting the nation’s carbon reduction targets.”
The Shuweihat S4 RO project will be located adjacent to the existing Shuweihat S3 IPP Project, within the Shuweihat power and water complex, approximately 250km west of the city of Abu Dhabi, and involve the development, financing, construction, operation, maintenance, and ownership of a standalone greenfield RO seawater desalination plant with a capacity of 70 million gallons per day of water output, together with associated infrastructure.
EWEC aims to achieve financial close by the end of 2022 with a target project commercial operations date by the middle of 2025.
The successful developer or developer consortium will own up to 40 percent of the entity while the remaining equity will be primarily held indirectly by the Abu Dhabi Government.
EWEC invites developers or developer consortiums to submit an expression of Interest (EOI) by the deadline of 4 November 2021 at 12:00 p.m. Gulf Standard Time (GST)for the first stage of the tender process.Interested parties are requested to submit their EOI via electronic copy to: ewec.S4RO@ewec.ae.
Following review of the EOIs, EWEC will issue the Request for Qualifications to proceed to the next stage.
