[사우디] 악시오나, ‘슈카이크 3단계 담수화 플랜트’ 가동
악시오나가 설계·건설한 SWRO 플랜트 200만명에게 서비스 제공
슈카이크 3단계 해수역삼투 플랜트, 사우디서 최대 규모 중 하나

악시오나(ACCIONA)는 사우디 ‘슈카이크 3단계 담수화 플랜트(the Shuqaiq 3 desalination plan)’ 건설에서 중요한 이정표를 달성하여 최종 생산량을 하루 4억5천만 리터(45만㎥)로 증가시켜 200만 명의 수요를 충족하기에 충분했다.

홍해(Red Sea)에 건설된 새로운 담수화 플랜트는 사우디아라비아에서 건설되는 최대 규모 중 하나로 이미 극도로 건조한 지역인 사우디 남서부의 압하(Abha)와 지잔(Jizan) 상수도망에 공급하고 있다.

이 플랜트는 에너지 효율적인 SWRO(해수역삼투 ; SeaWater Reverse Osmosis) 기술을 갖추고 있으며 사우디아라비아 물 부문 현대화의 핵심 프로젝트이다.

악시오나(ACCIONA)는 IWP(독립 물 프로젝트 ;  Independent Water Project)의 소유자인 S3CW(Shuqaiq Three Company for Water)의 엔지니어링, 조달 및 건설(EPC ;  Engineering, Procurement & Construction) 계약업체이다. 프로젝트 회사는 사우디 물 파트너십 회사(SWPC)와 장기 물 구매 계약을 체결했다.

계약에는 발전소에 전력을 공급하기 위한 대규모 ESF(전기특수시설 ; Electrical Special Facility) 건설이 포함되었다.

악시오나 슈케이크 3단계 IWP(독립 물 프로젝트)의 책임자인 헤수스 가르시아 프리에토(Jesus Garcia Prieto)는  “이 이정표는 고객, 엔지니어, 건설팀 간의 좋은 팀워크의 결과이다. 이제 최종 테스트 및 커미셔닝 단계에 접어들었으므로 모든 것이 완벽하게 작동하는지 확인하기 위해 여러 가지 테스트를 수행할 것이다”라고 말했다.

악시오나의 중동 담당 이사인 제우수 산쵸(Jesus Sancho)는 “우리는 슈케이크 3단계에서 이 이정표에 도달한 것을 자랑스럽게 생각한다. 이는 고객에게 제때 좋은 일을 제공하고 고객과 지방 당국의 목표를 달성할 수 있는 우리의 능력을 입증하는 것이다”라고 말했다.

물 부족이 심각한 지역에서 담수화에 대한 수요는 기후변화와 인구증가에 의해 주도되고 있다. 인구 3천500만 명의 사우디아라비아는 미국과 캐나다에 이어 1인당 물 소비량이 세계에서 세 번째로 많다.

사우디는 지나해에 물소비를 합리화하기 위한 국가 프로그램을 발표했으며, 2022년까지 사용량을 24%, 2030년까지 43% 줄이는 것을 포함하는 야심찬 목표를 설정했다. 이 목표는 ‘사우디아라비아 포괄적인 비전 2030 사회 및 경제 개발 계획(the Saudi Arabia’s comprehensive Vision 2030 social and economic development plan)’의 일부이다.

악시오나는 역삼투압 기술(reverse osmosis technology)을 사용한 담수화 분야의 세계적인 선두업체로, 열담수화(thermal desalination)보다 온실가스 배출량이 6.5배 적다.

악시오나는 사우디아라비아에 5개의 초대형 담수화 플랜트와 3개의 대형 하수처리 플랜트를 건설 중이다. 모든 담수화 플랜트는 SWRO(해수역삼투) 기술을 사용한다.

여기에는 생산능력이 하루 2억 리터(20만㎥)와 6억3천만 리터(63만㎥)인 알코바르 1, 2단계(Al Khobar I&II)와 하루 4억5천만 리터(45만㎥)450m와 4억 리터(40만㎥)인  슈케이이크 3단, 4단계(Shuqaiq 3 & 4), 하루 5억7천만 리터(57만㎥)의 주바일3B(Jubail 3B) 등이다.

악시오나가 최근에 수주된 하수처리 시설은 마디나 3단계(Madinah3), 부레이다 2단계(Buraydah2), 타부크 2단계(Tabuk2) 등으로 이들 도시들에 서비스를 제공할 계획이다.

ACCIONA ramps up Saudi Arabia’s Shuqaiq 3 desalination plant to full production

The reverse osmosis desalination plant, designed and built by ACCIONA, will be one of the largest in Saudi Arabia, serving two million people.

ACCIONA has achieved a key milestone in the construction of the Shuqaiq 3 desalination plant, ramping up production during final testing to full capacity of 450m liters of potable water per day, enough to meet the needs of two million people.

The new desalination plant, by the Red Sea, is one of the largest to be built in Saudi Arabia and is already supplying the water network of Abha and Jizan in the southwest of the country, an extremely dry region.

The plant is equipped with energy-efficient Sea Water Reverse Osmosis (SWRO) technology and is a key project in the modernization of Saudi Arabia’s water sector.

ACCIONA is the Engineering, Procurement & Construction (EPC) contractor for the Shuqaiq Three Company for Water (S3CW), owner of the ( (IWP). The project company has a long-term water purchase agreement with the Saudi Water Partnership Company (SWPC).

The contract included the construction of a large Electrical Special Facility (ESF) to supply the plant with power. 

Jesus Garcia Prieto, ACCIONA Shuqaiq 3 IWP Project Director, said:  “This milestone is the result of good teamwork between the client, our engineers and the construction teams. Now that we are entering the final testing and commissioning stages, we will undertake a number of tests to make sure everything works perfectly”.

In a region with acute water scarcity, demand for desalinated water is being driven by climate change and population growth. Saudi Arabia, which has a population of 35 million, is the world’s third largest per capita consumer of water after the United States and Canada.

The Kingdom last year announced a national program for rationalizing water consumption, setting ambitious targets that include slashing usage by nearly 24% by 2022, and 43% by 2030. The targets form part of the Saudi Arabia’s comprehensive Vision 2030 social and economic development plan.

ACCIONA is a world leader in desalination using reverse osmosis technology, which emits 6.5 times fewer greenhouse gases than thermal desalination.

The Company has five very large desalination plants and three large sewage treatment plants under construction in Saudi Arabia. All the desalination plants use seawater reverse osmosis technology.

They include Al Khobar I & II, with production capacities of 200m and 630m liters per day respectively;  Shuqaiq 3 & 4,  with 450m and 400m liters per day; and Jubail 3B with a capacity of 570m liters per day.

The recently awarded sewage treatment plants will serve the cities of Madinah3, Buraydah2 and Tabuk2.
