[영국] EBRD-EU, 요르단에 하수처리장 현대화 지원
요르단 암만과 자르카에 2만4천750㎥/일 처리용량 하수처리장 건설 예정
EBRD 3천만 유로 대출·EU 3천만 유로 지원…시리아 난민 등 100만명 혜택

EBRD의 도시 회복 난민 대응 프레임워크(Municipal Resilience Refugee Response Framework)에 따라, 이 기금들은 요르단 수도관개부가 현대적인 하수처리장(wastewater treatment plant)을 건설할 수 있도록 했다.

이 처리장은 가정에 서비스를 제공할 수 있는 하수관망의 용량을 증가시키고 주 관망에 연결되지 않은 암만(Amman)과 자르카(Zarqa)에 거주하는 시리아 난민을 포함하여 최대 100만 명에게 하수 서비스를 받게 할 계획이다.

알 가바위(Al Ghabawi)의 새로운 하수처리장은 하루에 2만4천750㎥의 처리용량을 가지며 아인 가잘(Ain Ghazal)의 기존 하수처리 시설을 대체한다. 이 처리장은 또한 환경 위험 완화에도 기여한다.

또한 200명의 청년들에게는 호주, 핀란드, 프랑스, 독일, 이탈리아, 네덜란드, 노르웨이, 스웨덴, 스페인, 타이베이 중국, 영국이 지원하는 EBRD의 지중해 남·동부 멀티도너 계정(Southern and eastern Mediterranean Multi-Donor Account)호주, 핀란드, 프랑스, 독일, 이탈리아, 네덜란드, 노르웨이, 스웨덴, 스페인, taip)을 통해 네덜란드가 자금을 지원한 건설 및 시설 관리 기술에 대한 인증된 훈련 기회와 고용을 받게 된다.

요르단 기획국제협력부에서 열린 이날 협약식에는 나세르 슈라이데(Nasser Shraideh) 기획국제협력부 장관, 모하마드 알 나자르(Mohammad Al-Najjar) 수도관개부 장관, 마리아 하지테오도시우(Maria Hadjitheodosiou) 요르단 EU대사, 필립 테르 우르트(Philip ter Woort) EBRD 지중해 동부 지역 국장 등이 참석했다.

EBRD의 동부 지중해 지역 책임자인 필립 테르 우르트(Philip ter Woort) 국장은 “우리는 요르단 정부가 암만과 자르카의 주요 수도 시스템에 연결되지 않은 가정에 하수 서비스를 제공할 현대식 하수처리장을 짓도록 지원하게 되어 매우 자랑스럽다”라고 말했다.

필립 테르 우르트(Philip ter Woort) 국장은 이어 “더 중요한 것은, 이 서비스가 아인 가잘에 있는 현재 수용 시설의 환경적 영향을 완화하고, 계속되는 물 위기의 영향을 받는 난민들을 수용하는 지역에서 요르단의 회복력을 증가시킬 것이라는 점이다”라고 강조했다.

마리아 하지테오도시우(Maria Hadjitheodosiou) 요르단 EU 대사는 “EU는 요르단이 물 부문의 통합적이고 지속가능한 관리를 달성할 수 있도록 돕는데 전념하고 있다”라면서 “알가바위 프로젝트(Al Ghabawi project)에 대한 지원은 EU, 회원국 및 금융기관이 에너지, 물, 식품 분야의 녹색 솔루션(green solutions)을 통합하는 넥서스 모델(nexus models)에 초점을 맞추는 이러한 특별한 약속에서 비롯되었다”라고 덧붙였다.

마리아 하지테오도시우(Maria Hadjitheodosiou) 요르단 EU 대사는 이어 “이 프로젝트는 이러한 지역사회에서 사람들의 삶을 개선하고, 훈련과 고용 기회를 제공하며, 요르단이 기후변화 완화 및 적응에 있어 국가적으로 결정한 기여도(NDC ; nationally determined contributions)를 충족시키기 위한 노력에 기여할 것이다”라고 덧붙였다.

요르단의 나세르 슈라이데(Nasser Shraideh) 기획국제협력부 장관은 요르단에 대한 EBRD와 EU의 지원이 계속되고 있는 것에 대해 감사를 표하며 시리아 난민 수용과 관련한 영향을 완화하려는 은행의 노력을 강조했다.

기획국제협력부 장관은 “코로나바이러스로 인한 요르단의 어려운 경제 및 재정 상황과 시리아 난민 수용의 영향을 고려할 때, 이 프로젝트는 시기 적절하지만, 우리는 경제를 부양하는 것이 성장률과 그에 따른 고용 창출을 증가시키기 위해 더 많은 대규모 투자가 필요하다는 것을 깨닫고 있다”라고 말했다.

요르단의 모하마드 알 나자르(Mohammad Al-Najjar) 수도관개부 장관은 “이번 프로젝트는 요르단의 물 분야에서 전략적인 프로젝트로 암만과 자르카의 하수 수집량을 늘리고 아스삼라 하수처리장(As-Samra wastewater treatment plant)의 생물학적 부하를 줄일 것”이라고 말했다.

수도관개부 장관은 이어 “이 프로젝트는 아인 가잘 지역의 환경을 개선하고 유조선의 이동을 줄여 교통 문제를 해결할 것이다. 우리는 EBRD와 EU의 오랜 파트너십을 높이 평가하며, 요르단의 물 부문이 크게 개선된 것에 대해 감사드린다”라고 덧붙였다.

EBRD는 2012년 요르단에서 운영을 시작한 이래 61개 프로젝트를 통해 15억 유로 이상을 투자했다. EBRD의 도시 회복 난민 대응 프레임워크(Municipal Resilience Refugee Response Framework)에 따르면, 현재까지 총 1억 8천만 유로의 EBRD 자금과 1 3천만 유로의 보조금이 지원되었다. 요르단에서 EBRD의 우선순위는 지속가능한 에너지를 지원하고, 민간 기업에 자금을 지원하고, 인프라 개혁을 촉진하는 것이다.

EBRD and EU upgrade wastewater services in Jordan
- Jordanian cities of Amman and Zarqa to benefit from new wastewater treatment facility

The European Bank for Reconstruction and Development (EBRD) is improving water supply and modernising wastewater treatment facilities in Jordan with a sovereign loan of €30 million, co-financed by a €30 million grant from the European Union (EU).

Under the EBRD’s Municipal Resilience Refugee Response Framework, these funds will enable the Jordanian Ministry of Water and Irrigation to build a modern wastewater treatment plant.

This plant will increase the network’s capacity to serve households and will be able to reach up to 1 million people, including Syrian refugees living in Amman and Zarqa, who are not connected to the mains network.

The new wastewater treatment plant in Al Ghabawi will have a capacity of 24,750 m3 per day and will replace an existing facility in Ain Ghazal. The plant will also contribute to mitigating environmental risks.

In addition, 200 young people will receive certified training opportunities and employment in construction and facility management skills, funded by the Netherlands through the EBRD’s Southern and eastern Mediterranean Multi-Donor Account (which is supported by Australia, Finland, France, Germany, Italy, the Netherlands, Norway, Sweden, Spain, Taipei China and the United Kingdom).

The signing ceremony, held at the Ministry of Planning and International Cooperation, was attended by Nasser Shraideh, Minister of Planning and International Cooperation, Mohammad Al-Najjar, Minister of Water and Irrigation, Maria Hadjitheodosiou, EU Ambassador to Jordan, and Philip ter Woort, EBRD Director for the eastern Mediterranean region.

Philip ter Woort, EBRD Director for the eastern Mediterranean region, said: “We are very proud to support the government of Jordan to build a modern wastewater treatment plant, which will provide services for households not connected to the mains system in Amman and Zarqa.

More importantly, this service will alleviate the environmental impact of the current reception facility in Ain Ghazal, and increase Jordan’s resilience in areas that host refugees, who are affected by the ongoing water crisis.”

Maria Hadjitheodosiou, EU Ambassador to Jordan, stressed that “the EU is committed to helping Jordan to achieve integrated and sustainable management of its water sector. The intended support for the Al Ghabawi project stems from this particular commitment, in which the EU, its member states and financial institutions, focus on nexus models, which integrate green solutions in the energy, water and food sectors.

The project will improve people’s lives in these communities, offer training and employment opportunities, and contribute to Jordan’s efforts to meet its nationally determined contributions (NDCs) in climate change mitigation and adaptation.”

Nasser Shraideh, Minister of Planning and International Cooperation, expressed his appreciation for the ongoing EBRD and EU support for Jordan, highlighting the Bank’s efforts to mitigate the impacts related to receiving Syrian refugees.

He said: “While the project is timely, given the challenging economic and financial conditions in Jordan resulting from Covid-19 and the impact of hosting Syrian refugees, we realise that boosting the economy would require more large-scale investments to increase growth rates and thus employment generation.”

Mohammad Al-Najjar, Minister of Water and Irrigation, said: “This is a strategic project in the water sector in Jordan, as it will increase wastewater collection in Amman and Zarqa, as well as reduce the biological load at the As-Samra wastewater treatment plant.

The project will improve the environment and reduce the movement of tankers in the Ain Ghazal area, which will solve traffic problems. We value the long-standing partnership of the EBRD and EU with the Ministry of Water and Irrigation, and appreciate the significant improvements to Jordan’s water sector.”

Since the start of its operations in Jordan in 2012, the EBRD has invested more than €1.5 billion in the country through 61 projects. Under the EBRD’s Municipal Resilience Refugee Response Framework, a total of €180 million of EBRD financing and €130 million in grants has been mobilised to date. The Bank’s priority in Jordan is to support sustainable energy, finance private enterprises and promote infrastructure reform.
