[미국] 파슨스, 엘시노어 밸리 상수도지구의 물재생시설 개선
파슨스(Parsons)사는 엘시노어 밸리 상수도지구(Elsinore Valley Municipal Water District)의 물재생시설(Water Reclamation Facility, RWRF) 개선·확장을 위해 설계, 환경, 허가, 건설 관리 지원 서비스를 제공한다고 밝혔다.
RWRF는 현재 800만 갤런/일의 용량을 갖고 있으며 1천200만 갤런/일의 용량으로 확장시킬 계획이다. 4단계의 생물학적 질소 및 인 제거 과정(modified BardenphoTM), 멤브레인 생물 반응기, 자외선 살균 기술 등을 활용하여 레이크엘시노어(Lake Elsinore)에 물을 충당하고 경관용수로 사용할 고품질의 재사용 물을 생산할 계획이다.
파슨스의 대표 마이클 존슨(Michael Johnson)은 "지구의 물 재생시설을 최신 기술로 개선·확장함으로써 지역 사회의 요구 사항을 충족시킬 수 있을 것"이라고 전했다.
파슨스의 업무 범위는 기존 분산 제어 시스템을 감독 통제로 전환, 데이터 수집 시스템, 전체 플랜트 상태 평가·수행하고, 신뢰할 수 있는 디자인 패키지 준비, 허가 및 자금조달 활동 지원, 환경 문서 개발 등이 포함된다.
엘시노어 밸리 상수도지구는 공공 물 서비스, 수도 공급 개발·계획, 폐수 처리 및 처리, 재활용을 제공하는 공공 비영리 특별구이다.

Regional water reclamation facility upgrade, expansion project awarded to Parsons
Parsons has been selected to provide design, environmental, permitting, and construction management support services for the upgrade and expansion of the Elsinore Valley Municipal Water District's Regional Water Reclamation Facility (RWRF).
The RWRF is currently rated to treat 8 million gallons of water per day (mgd). The expansion will increase the capacity to 12 mgd. Using a four-stage biological nitrogen and phosphorous removal process (modified BardenphoTM), membrane bioreactors, and ultraviolet disinfection technologies, the project will produce high-quality recycled water for recharge to Lake Elsinore and for use in landscape irrigation.
"Upgrade and expansion of the District's water reclamation facilities with the latest technologies will help meet the growing demands of the community," said Michael Johnson, Parsons Group President. "Parsons is proud to continue our work with the District and to bring our portfolio of expertise to Elsinore Valley."
Parsons' scope of work also includes converting the existing distributed control system to a supervisory control and data acquisition system, conducting a plantwide condition assessment, preparing the design package for reliability and redundancy upgrades to the existing 8 mgd treatment processes, supporting permitting and funding activities, and developing environmental documentation. This 4-mgd expansion is the first of a three-phase expansion for the RWRF, which together will increase the ultimate capacity to 16.8 mgd.
Elsinore Valley Municipal Water District is a public, nonprofit special district that provides public water service, water supply development and planning, wastewater treatment and disposal, and recycling.
