[미국] 미국인 200만 명 이상 식수·위생 서비스 이용 못해

미국의 비영리 단체인 디그딥(DigDeep)과 미국 물연합(US Water Alliance)은 「미국 의 물 접근 갭 폐쇄 : 국가 행동 계획(Closing the Water Access Gap in the United States: A National Action Plan)」이라는 새로운 보고서를 발표했다.

대부분의 미국인들은 깨끗하고 안전한 물을 당연히 이용할 수 있는 반면, 이 새로운 전국 연구에 따르면 200만 명 이상의 미국인이 상수도, 실내 배관 또는 폐수처리 없이 생활하고있는 것으로 나타났다.

남서부의 나바호족(Navajo Nation)에서는 가족들이 기본적인 필요를 충족시키기 위해 몇 시간 동안 물통을 운반한다. 웨스트 버지니아(West Virginia)에서는 오염된 개울물을 마신다. 앨라배마(Alabama)에서 부모들은 마당에 하수가 넘쳐서 아이들이 밖에서 놀지 말라고 경고한다. 텍사스(Texas) 국경 도시에 사는 가족들은 화재와 싸우는 물이 없기 때문에 걱정하고 있다.

미국의 물 접근 갭 폐쇄 물 서비스를 이용할 수 없는 200만 명 이상의 미국인에 대한 가장 포괄적인 국가 연구이다. 이 보고서는 중요한 지식 격차를 메운다. 연방기관이나 연구기관에 관계없이 미국의 물 접근 문제의 범위에 대한 포괄적인 데이터를 수집하는 기관은 없다.

이 보고서의 저자들은 미시간 주립대학(Michigan State University)의 연구원들과 함께 물 접근 격차가 특히 심각한 6개 지역(캘리포니아 센트럴 밸리 (Central Valley of California), 텍사스 국경 콜로니아, 미시시피(Mississippi) 및 앨라배마(Alabama), 웨스트 버지니아 (West Virginia), "4 코너")을 조사했다.

남서부 지역, 푸에르토리코.  연구원들은 물이 없는 가정과 대화하면서 건강과 경제적 어려움에 대한 이야기를 포착했다. 또한 물을 분배하고 인프라가 없는 지역사회 중심의 물 프로젝트를 구축하며 농촌 및 비법인 커뮤니티에 보다 안정적인 서비스를 제공하기 위해 정책 변경을 옹호함으로써 물 위기를 해결하기 위해 노력하는 지역 사회 지도자들에게도 이야기했습니다. 

이러한 지역 사회의 노력에도 불구하고 데이터에 따르면 일부 지역 사회가 역효과를 겪을 수 있다.  6개 주와 푸에르토리코는 최근 물 공급이 없는 인구 증가를 보았다.

DigDeep의 설립자인 조지 맥그라우(George McGraw)는 "지난 몇년 동안 DigDeep은 나바호족(Navajo Nation)에 있는 수백 명의 가족에게 물을 공급했다. 그러나 이제 우리는이 어려움이 전국 수백만의 미국인들과 공유되고 있음을 알게 되었다. 신뢰할 수 있는 식수와 처리되지 않은 하수가 있는 매일은 빈곤 한 나라와 더 빈번한 상황이지만, 우리 자신의 뒤뜰에서 일어나고 있다. 해외의 수자원 및 위생 위기를 해결하기 위해 모든 자원이 활용되므로 의심 할 여지가 없다. 우리가 우리의 노력을 두 배로 늘리면 미국의 물 갭이 빠르게 증가한다"고 말했다.

미국 워터 얼라이언스((US Water Alliance))의 라디카 폭스(Radhika Fox) CEO는 "미국에서 사람들이 안전하고 믿을 수 있는 물 서비스와 같은 기초없이 생활하고 있다는 것을 상상하기 어렵다. 이 문제는 어려운 일이지만, 이 보고서는 물을 닫는 국가 행동 계획을 제시하고 있다"라면서 "센트럴 밸리에서 나바호족 국가에 이르기까지 지역 사회 중심의 솔루션이 작동하고 있다. 이제 이러한 혁신을 기반으로 모든 미국인이 번창 할 수 있도록 해야 한다"라고 강조했다.

이 보고서는 미국의 물 부족을 메우는 데 도움이 되는 몇 가지 권장사항을 제시한다. 권장 사항에는 집에 수도꼭지와 화장실이 있는지 여부에 대한 인구조사 질문을 소개하고 연방정부가 농촌 및 비법인 지역을 지원하기 위해 수도 시스템에 자금을 제공하고 규제하는 방법에 대한 변경사항이 포함된다.

New Report Reveals Over 2 Million Americans Living Without Access To Running Water And Sanitation Services

Today two national non-profit groups, DigDeep and the US Water Alliance, released a new report, "Closing the Water Access Gap in the United States: A National Action Plan."

While most Americans take reliable access to clean, safe water for granted, this new nationwide study found that more than two million Americans are living without running water, indoor plumbing, or wastewater treatment.

On the Navajo Nation in the Southwest, families drive for hours to haul barrels of water to meet their basic needs. In West Virginia, they drink from polluted streams. In Alabama, parents warn their children not to play outside because their yards are flooded with sewage. Families living in Texas border towns worry because there is no running water to fight fires.

Closing the Water Access Gap in the United States is the most comprehensive national study on the more than two million Americans who lack access to water service. The report fills an important knowledge gap: there is no one entity-whether a federal agency or research institution-that collects comprehensive data on the scope of the United States water access problem.

The report's authors, with researchers from Michigan State University, examine six areas where the water access gap is particularly acute: the Central Valley of California, border colonias in Texas, rural counties in Mississippi and Alabama, rural West Virginia, the "four corners" area in the Southwest, and Puerto Rico. Researchers spoke to families living without water and captured their stories of poor health and economic hardship. The authors also spoke to local community leaders working to solve the water crisis by distributing water, building community-centered water projects where no infrastructure exists, and advocating for policy change to bring more reliable services to rural and unincorporated communities. Despite these community efforts, data suggests that some communities may be backsliding; six states and Puerto Rico saw recent increases in their populations without water access.

George McGraw, Founder, DigDeep, said: "Over the past few years, DigDeep has brought running water to hundreds of families on the Navajo Nation, but now we've learned this hardship is shared by millions of Americans across the country. To live daily without reliable drinking water and with untreated sewage are conditions more frequently associated with impoverished nations, but it's happening in our own backyards. With all of the resources being leveraged to solve the water and sanitation crisis abroad, I have no doubt we can close the water gap in America quickly if we redouble our efforts."

Radhika Fox, CEO, US Water Alliance, said: "It's hard to imagine that in America today, people are living without basics like safe and reliable water service. While the challenges are daunting, this report presents a national action plan to close the water access gap in our lifetime. From the Central Valley to the Navajo nation, there are community-centered solutions that are working. Now is the time to build upon these innovations and ensure every American can thrive."

The report makes several recommendations to help close the water gap in the United States. Recommendations include re-introducing Census questions about whether homes have working taps and toilets, as well as changes to how the federal government funds and regulates water systems to support rural and unincorporated areas.

There are also several recommendations for the philanthropic and global WASH (water, sanitation, and hygiene) sectors to drive community empowerment, deploy innovative technologies, and apply successful WASH models from abroad here in the United States.
