GWI는 최근 악시오나(ACCIONA)의 엘레나 레이나(Elena Reyna) 커뮤니케이션 및 마케팅 이사가 기고한  ‘물 부문에서 자금조달은 어떻게 진화하고 있는가?(How is financing evolving in the water sector?)’라는 보고서 내용을 게재했다. 그 내용을 소개한다.
 

국가들이 기후변화에 맞서 싸우기 위한 조치를 확인함에 따라 전 세계의 투자자들은 점점 더 명확하게 물 프로젝트에 초점을 맞추면서 특정 투자 목표를 녹색 인프라 프로젝트에 통합하고 있다.

투자자와 금융기관은 물 프로젝트에 중점을 두고 녹색 기반 시설 프로젝트에 더 많은 자본을 할당하고 있다. 사우디아라비아 마디나 3단계(Madinah 3), 부라이다 2단계(Buraydah 2) 및 타북 독립하수처리장(Tabuk ISTP ;  Independent Sewage Treatment Plants) 프로젝트는 KSA의 악시오나(ACCIONA)가 이러한 추세의 일부 예일 뿐이다.

최근 몇 년 동안 관찰된 이러한 추세는 투자자와 대출기관이 자산을 선택할 때 기준에서 ‘환경, 사회 및 거버넌스(ESG ; Environmental, Social and Governance)’ 측면을 훨씬 더 중요한 부분으로 고려하는 ‘녹색금융(green financing)’의 기하급수적인 성장을 일으키고 있다.

점점 더 지속 가능한 기반 시설을 위한 자금 출처가 제공되고 있다. 투자자와 금융기관은 ‘녹색대출’과 채권이 매력적인 투자 제안이 된 녹색 인프라 프로젝트에 더 많은 자본을 할당하고 있다.

분명히, 경제 전반에서 그리고 보다 지속 가능한 경제로 나아가기 위한 모든 노력에서 물의 근본적인 역할에 대한 인식이 높아졌다. 물 부족은 세계 경제의 거의 모든 부문에 대한 시스템적 위험이다. 세계 인구의 증가는 앞으로 몇 년 안에 더 큰 수자원 부족을 의미할 것이다. 그리고 지속 가능한 발전을 위해서는 문제를 해결해야 한다.

원하는 지속 가능한 개발을 달성하고 순환 경제가 일반적으로 성장하도록 하는 데 있어 물이 갖는 핵심 역할은 이미 매우 분명하다.

사우디아라비아의 마디나 3단계(Madinah 3), 부라이다 2단계(Buraydah 2) 및 타북 독립하수처리장(ISTP) 프로젝트

악시오나(ACIONA)는 이 중요한 자원의 가용성과 지속 가능한 관리를 보장하기 위해 물 인프라를 개발하고 있다. 악시오나가 개발자로 참여하는 최근 계약 중 하나는 사우디 아라비아의 마디나 3단계(Madinah 3), 부라이다 2단계(Buraydah 2) 및 타북 2단계(Tabuk 2) 하수처리장과 관련이 있다.

마디나 3단계(Madinah 3), 부라이다 2단계(Buraydah 2) 및 타북 2단계(Tabuk 2) 하수처리장은 사우디아라비아에 건설될 3개의 독립적인 하수처리장(ISTP ;  Independent Sewage Treatment Plants)이다. 사우디 물 파트너십 회사(SWPC)는 각 프로젝트 회사와 25년 동안 ISTP에서 처리수를 조달하는 계약을 체결했다.

이 세 회사는 사우디의 하·폐수 및 하수처리 서비스를 확장 및 개선하기 위해 건설 중인 ISTP를 설계, 건설, 소유, 운영 및 이전(DBOOT ; Design Build Own Operate and Transfer) 할 것이다.

이러한 각 프로젝트 회사는 자금 조달, 엔지니어링, 조달 및 건설뿐만 아니라 운영 및 유지 관리의 이해 관계자 측면에서 동일한 방식으로 구성된다. 악시오나는 타우제아(Tawzea ; International Water Distribution Company)와 타마숙(Tamasuk ; Tamasuk Holding Company)이 공동으로 설립한 이 프로젝트의 리더로 활동하고 있으며, 25년 동안 3개 처리장의 건설 및 운영 및 유지보수에도 참여하고 있다. 

이 프로젝트의 주요 환경 특징 및 이점

1. 농업 활동을 위한 하수 재활용

처리된 하수 방류수의 사용은 농사 목적으로 사용 가능한 담수 사용을 대체할 것이며, 따라서 직접적인 물 절약 효과를 얻을 수 있다. 이 처리장은 궁극적으로 물을 사용하게 될 지역 농부들의 요구를 충족시키기 위해 방류수의 품질과 양에 관한 엄격한 기술 요구 사항을 준수하도록 설계되었다.

2. 하수슬러지 처리 및 재이용(‘슬러지 제로배치’ 방식)

처리장에서 생산되는 모든 하수 슬러지는 농업용 및 시멘트 제조에 적합하다. 처리장은 처리, 운송 및 지정된 슬러지 처리 지역(각 ISTP에 따라 다름)으로 전달하여 제거되거나 ISTP(독립하수처리장)의 현장을 떠나는 비 유익 슬러지의 양이 제로(0)가 되도록 한다.

3. 재생 가능 전력 소비량

다양한 현장의 일일 전력 소비량의 최대 57%가 현장의 재생 에너지원(태양광 발전)에서 공급되어 ISTP에서 발생하는 온실 가스 배출량을 크게 줄일 수 있다. 이것은 PV 패널의 설치 용량과 수처리 공정에서 파생된 바이오 가스 생산에 사용할 수 있는 토지 확장에서 사용할 수 있는 최대 재생 에너지이다.

이러한 솔루션을 하수처리장에 통합함으로써 악시오나(ACCIONA)와 그 파트너들은 물과 청정에너지에 대한 UN 지속 가능한 개발 목표(United Nations Sustainable Development Goals ; SDGs)의 틀 내에서 작업하면서 물의 지속 가능한 사용과 기후변화 상쇄에 대한 EU(유럽연합)의 목표에 기여하기 시작했다. 

녹색금융(Green Financing) 구현

사우디 아라비아에서 수자원 사용을 최적화하기 위한 이러한 프로젝트의 중요성과 사우디 아라비아의 ‘비전 2030 프로그램( Vision for 2030 programme)’과의 명확한 일치를 인식한 이 프로젝트는 처음부터 녹색 금융 적용을 위한 명확한 목표로 간주되었다. 이는 대출기관이 전 세계적으로 빠르게 성장하는 금융 트렌드에서 위치를 차지할 수 있는 완벽한 기회를 나타낸다.

이러한 의미에서 프로젝트 회사는 ISTP(독립하수처리장)를 위한 그린론 프레임워크(Green Loan Framework)가 그린론(Green Loan) 원칙과 일치한다는 결론을 내림으로써 ‘제2자 의견서(Second Party Opinion ; SPO) 제공자의 평가를 받은 그린론 프레임워크(Green Loan Framework)를 개발했다. 이를 통해 프로젝트 회사는 각 프로젝트에 대한 녹색 대출을 마감할 수 있다.

이슬람 프로젝트 금융(Islamic Project Finance)

이러한 프로젝트에 녹색 대출을 적용하는 우선 순위 목표 외에도, ACIONA와 파트너는 보다 일반적인 기존 접근 방식에 추가 이슬람 트랜치(Islamic tranche)를 통합할 재정 구조에 우선 순위를 부여했다. 이 세 가지 프로젝트에서 이슬람 금융은 60% 이상을 차지했으며 ‘이자라 시설(Ijara Facilities)’ 방식으로 구성된다.

「샤리아법(Sharia law)」에 뿌리를 둔 이슬람 은행(Islamic banking)은 강력한 윤리적 약속이 특징이다. 오늘날 지속 가능한 국제 금융 시스템의 개발에서 윤리적 원칙의 근본적인 역할은 의심의 여지가 없다.

과거에는 프로젝트 파이낸스에 이슬람 트랜치(Islamic tranche)를 통합하는 데 수반되는 추가적인 복잡성, 시간 및 비용 때문에 많은 개발자들이 이러한 구조를 적극적으로 검토하지 못하게 되었다. 그럼에도 불구하고, 그들이 계속해서 발전하고 있고, 그리고 대체 자금원에 대한 접근의 필요성 때문에, 점점 더 많은 개발자들 특히 중동(Middle East)에서 그들의 관심을 이 빠르게 진화하는 시장에 집중하고 있다.

How is financing evolving in the water sector?

Investors and financers are allocating larger volumes of capital to green infrastructure projects, with a clear focus on water projects. Madinah 3, Buraydah 2 and Tabuk ISTP projects by ACCIONA in KSA are just some examples of this trend.
 

As countries identify measures to fight against climate change, investors all over the world are increasingly incorporating particular investment objectives into green infrastructure projects, with an ever clearer focus on water projects. 

This trend, observed in recent years, is giving rise to the exponential growth of “green financing”, where investors and lending institutions consider Environmental, Social and Governance (ESG) aspects an ever more important part of their criteria when selecting assets. 

Increasingly, sources of finance are being made available for sustainable infrastructures. Investors and financiers are allocating larger volumes of capital to green infrastructure projects, in which green loans and bonds have become attractive investment propositions. 

Clearly, there is increased recognition of the fundamental role of water in the economy in general and in any effort to progress towards a more sustainable economy. The scarcity of water is a systemic risk for almost all segments of the global economy.  

The growth in the world’s population will mean an even greater scarcity of water resources in the next few years. And it is necessary to address the problem in order to develop a sustainable development.

The key role that water will have in any commitment to achieve the desired sustainable development, and make the circular economy grow in general, is something that is already very evident.

Madinah 3, Buraydah 2 and Tabuk ISTP projects in the Kingdom of Saudi Arabia

ACCIONA develops water infrastructures to ensure the availability and the sustainable management of this vital resource. One of the latest contract awards in which ACCIONA participates as a developer relates to the Madinah 3, Buraydah 2 and Tabuk 2 wastewater treatment plants in Saudi Arabia. 

Madinah 3, Buraydah 2 and Tabuk 2 are three independent sewage treatment plants (ISTPs) to be constructed in the Kingdom of Saudi Arabia. The Saudi Water Partnership Company (SWPC) has signed an agreement with each project company to procure the treated water from the ISTPs for 25 years. 

These three companies will design, build, own, operate and transfer the ISTPs, which are being built to expand and improve wastewater and sewage treatment services in the Kingdom. 

Each of these project companies is structured in the same way, in terms of stakeholders in the financing, engineering, procurement and construction as well as operation and maintenance. 

ACCIONA is acting as a lead member in the project, formed also by International Water Distribution Company (Tawzea) and Tamasuk Holding Company (Tamasuk), and it is also participating in the construction and operation and maintenance of the three plants for the 25-year contractual term. 

Key environmental features and benefits of these projects

1. Recycling of wastewater for agricultural activities

The use of treated sewage effluent will substitute the use of available fresh water for farming purposes, thereby producing direct water savings. 

The plants have been designed to comply with stringent technical requirements regarding the quality and quantity of discharged water to satisfy the needs of local farmers who will ultimately use the water.

2. Treatment and reuse of sewage sludge (‘zero-sludge-dispatch’ method)

All sewage sludge produced in the plants will be suitable for agricultural application and cement manufacturing. The plants will handle, transport, and deliver it to the designated Sludge Disposal Area (specific for each ISTP), so that the amount of non-beneficial sludge that is removed or leaves the ISTPs’ site is equivalent to zero.

3. Renewable electricity consumption

Up to 57% of the daily electricity consumption for the different sites will be supplied from renewable energy sources onsite (solar photovoltaic electricity), resulting in a significant reduction in greenhouse gas emissions generated by the ISTPs. 

This is the maximum renewable energy available from the extension of land available for the installed capacity of PV panels and the production of biogas derived from water treatment processes. 

With the incorporation of these solutions into the sewage treatment plants, ACCIONA and its partners set out to make a contribution to the European Union objectives on the sustainable use of water and offsetting climate change, while working within the framework of the United Nations Sustainable Development Goals on water and clean energy. 

Implementing Green Financing

Aware of the importance of these projects to optimise the use of water resources in Saudi Arabia and their clear alignment with Saudi Arabia’s Vision for 2030 programme, the projects have been considered clear objectives for the application of green finance from the outset. They have represented a perfect opportunity for lending institutions to take a position in a financial trend that is rapidly growing globally. 

In this sense, the project companies have developed a Green Loan Framework that has been appraised by a Second Party Opinion (SPO) Provider, concluding that the Green Loan Framework for the ISTPs is aligned with the Green Loan Principles. This enables the project companies to close a green loan for each of the projects. 

Islamic Project Finance

In addition to the priority objective of applying a green loan to these projects, ACCIONA and its partners have given priority to a structuring of finance that will incorporate an additional Islamic tranche to the more common conventional approach. In these three projects, Islamic finance has accounted for just over 60% and is structured under the “Ijara Facilities” modality.

Islamic banking, which has its roots in Sharia law, is characterized by its strong ethical commitment. Nowadays, the fundamental role of ethical principles in the development of a sustainable international financial system is unquestionable.

In the past, the additional complexity, time and cost involved in incorporating an Islamic tranche into project finance dissuaded many developers from actively considering these structures. Nevertheless, as they continue to develop, and due to the need to gain access to alternative sources of finance, more and more developers - particularly in the Middle East - are focusing their attention on this rapidly evolving market. 

With the financial closure of these projects, ACCIONA takes a further step in its commitment to sustainability and innovation.
