유럽투자은행(EIB ; European Investment Bank)은 지난 3월 2∼3일 파나마에서 열린 아워 오션 컨퍼런스(Our Ocean Conference)에서 ‘물 속 미세플라스틱 및 미세오염물질’에 대한 새로운 보고서를 발표했다.

이 논문은 미세플라스틱(Microplastics)과 미세오염물질(micropollutants)이 인간과 동물의 삶에 미치는 악영향과 이러한 문제를 해결하기 위한 최근의 정책 개발에 대해 설명한다.

이 보고서는 이러한 부정적인 영향을 완화하는 데 필요한 투자의 비용과 이점을 개략적으로 설명하고, EIB가 물 속의 미세 오염물질과 미세 플라스틱의 방출을 줄이기 위해 무엇을 하고 있는지를 강조한다.

이 은행은 블루 이코노미(Blue Economy)를 감독하는 리카르도 모리뉴 펠릭스(Ricardo Mourinho Felix) EIB 부총재가 아워 오션(Our Ocean)에서 대표로 참석했다. 그는 해양오염에 초점을 맞춘 패널에 참여했고 공공정책과 과학적 혁신이 해양오염을 해결하는 데 어떻게 도움이 될 수 있는지에 대해 논의했다.

리카르도 모리뉴 펠릭스 EIB 부회장은 회의에서 “오늘 아워 오션 컨퍼런스와 EIB가 발표한 새로운 보고서는 미세플라스틱과 우리 토양, 강, 호수, 바다의 다른 오염물질이 인간과 동물의 생명에 미치는 위협을 강조한다”고 말했다. 

펠릭스 부회장은 특히 “유럽연합(EU)의 기후은행(Climate Bank)인 EIB는 진정한 글로벌 블루 경제를 지원하기 위한 투자의 필요성을 인식하고 있다”라면서 “블루 지속 가능한 해양 전략, 클린 오션 이니셔티브(Clean Oceans Initiative), 블루 지중해 파트너십(Blue Mediterranean Partnership)을 통해 우리는 파트너와 함께 물의 오염을 줄이고 해양을 보존하는 것을 목표로 한다”고 강조했다.

EIB 보고서는 대부분의 미세플라스틱이 수역에서 끝나 입자를 섭취하는 수생생물과 인간을 포함한 수생생물을 간접적으로 위협한다고 강조한다.

매년 약 150만 톤의 미세플라스틱이 바다로 유입되며, 그 중 약 10%가 유럽연합에서 비롯된다. 보고서는 개정된 도시 하·폐수처리 지침이 채택되면 EU 내 미세플라스틱 오염을 더욱 줄이기 위해 신규 및 확장된 기존 하·폐수처리장과 빗물 관리 시스템에 지속적으로 투자할 것을 권고하고 있다.

산업 화학물질, 의약품, 화장품, 살충제, 호르몬과 같은 제품에서 나오는 거의 보이지 않는 요소인 미세오염물질을 줄이기 위해, 그 보고서는 ‘4차 처리(quaternary treatment)’로 알려진 추가적인 치료에 투자할 필요성을 강조한다. 4차 처리를 확립하기 위한 투자비용은 EU에서 연간 26억 유로로 추정된다.

이 보고서는 규제와 지속 가능하고 저렴한 금융 제공을 통해 미세플라스틱과 미세오염물질의 잠재적인 악영향을 완화하기 위해 공공 부문을 참여시킬 필요가 있다고 결론짓고 있으며, 이 중 일부는 EIB가 제공할 계획이다.

전 세계적으로 미세플라스틱 및 미세플라스틱 오염을 줄이기 위해 EIB는 파트너와 함께 2025년까지 40억 유로의 대출을 제공할 계획인 청정 해양 이니셔티브(Clean Oceans Initiative)를 설립했다.

이 자금은 공공과 민간이 플라스틱 등 폐기물을 수거하고 미세플라스틱이 바다에 닿기 전에 수거·세척해 미세플라스틱을 제거하는 지속가능한 사업을 추진하는 데 활용될 예정이다.

이 계획은 이미 40억 유로의 자금 지원 목표의 65%에 도달했으며, 아프리카, 아시아, 남아메리카 및 유럽에 거주하는 2천만 명 이상의 사람들에게 혜택을 줄 프로젝트에 26억 유로가 투자되었다.

회의에 앞서 EIB는 우리의 해양에 대한 새로운 약속으로 푸른 지중해 파트너십을 소개했다. COP27(제27차 유엔기후변화협약 당사국총회)에서 시작된 이 파트너십은 국제 기부자, 수혜국, 관심 있는 금융기관 및 자선단체를 모아 정책 개혁을 지원하고 기부자 자금을 유치하며 이집트, 요르단 및 모로코의 초기 프로젝트에 공공 및 민간 자금을 동원하는 것을 목표로 한다.

EIB는 EU 회원국이 소유한 EU의 장기 대출기관이다. EU 정책 목표에 기여하기 위해 장기 금융을 건전한 투자에 사용할 수 있게 한다.

On Our Ocean Conference, taking place in Panama, the European Investment Bank released a new report on ‘Microplastics and micropollutants in Water”. 

The paper describes the adverse impacts of microplastics and micropollutants on human and animal life, as well as recent policy developments to address these problems. 

It outlines costs and benefits of investments needed to mitigate these adverse impacts and highlights what is the EIB doing to help reduce the release of micropollutants and microplastics in water.

The Bank was represented at Our Ocean by Ricardo Mourinho Felix, EIB Vice-President overseeing blue economy. He participated in a panel focusing on marine pollution and discussed how public policies and scientific innovation can help to tackle ocean contamination.

Speaking at the conference, EIB Vice-President Ricardo Mourinho Felix said: “Discussions today at Our Ocean conference and the new report published by the EIB highlight the threats posed to human and animal life by microplastics and other pollutants in our soils, rivers, lakes and oceans. The EIB, as the EU’s Climate Bank, recognises the need for investment to support a truly global blue economy."” 

“Through our Blue Sustainable Ocean Strategy, the Clean Oceans Initiative, and the Blue Mediterranean Partnership we aim to reduce pollution in water and preserve the oceans, together with our partners.”

The EIB report stresses that most microplastics end up in the water bodies, directly threatening aquatic life that ingest the particles, and indirectly organisms that eat aquatic life ? including humans. 

About 1.5 million tonnes of microplastics enter the oceans every year, of which about 10% originates from the EU. The report recommends continuing to invest in new and expanded conventional wastewater treatment plants and stormwater management systems to further reduce microplastics pollution within the EU, as envisaged by the revised  Urban Wastewater Treatment Directive, once adopted.

To reduce micropollutants, which are almost invisible elements coming from products such as industrial chemicals, pharmaceuticals, cosmetic products, pesticides and hormones, the report highlights the necessity to invest in additional treatment known as “quaternary treatment”. The investment cost to establish quaternary treatment is estimated at €2.6 billion per year in the EU.

The report concludes on the need to involve the public sector to mitigate the potentially adverse impacts of microplastics and micropollutants, both through regulation and through the provision of sustainable and affordable financing, part of which may be provided by the EIB.

To help reduce macroplastic and microplastics pollution worldwide, the EIB established with its partners the Clean Oceans Initiative, which intends to provide €4 billion in lending until 2025. 

These funds will be utilised to help the public and private sectors implement sustainable projects that collect plastic and other waste and remove microplastics by collecting and cleaning wastewater before it reaches the oceans. 

The initiative already reached 65% of its €4 billion funding target, with €2.6 billion invested in projects that will benefit more than 20 million people living in Africa, Asia, Latin America and Europe.

Ahead of the conference, the EIB introduced the Blue Mediterranean Partnership as a new commitment to Our Ocean. Launched at COP27, the partnership aims to bring together international donors, beneficiary countries, interested financial institutions and philanthropies to support policy reforms, attract donor funding and mobilise public and private financing for projects initially in Egypt, Jordan and Morocco.
