홍콩의 유비케이티드(ubicated)인 쩡관오 담수화 시설(Tseung Kwan O Desalination Plant, TKODP)의 1단계가 지난 12월 22일 시운전을 완료하여 기후변화에 영향을 받지 않는 새롭고 안정적인 수자원을 제공하는 랜드마크(landmark)가 되었다.

이날 시운전 행사에서 물 공급을 담당하는 수무국(Water Supplies Department, WSD)의 대변인은 “TKODP(쩡관오 담수화 시설)는 첨단 역삼투압 담수화 기술을 채택한 홍콩 최초의 상수도”라고 말했다.

2지난 11월 20일 중국 건설산업위원회(CIC)가 주관하는 ‘CIC 지속가능건설 대상 2023(Construction Industry Council Sustainable Construction Award 2023)’에서 금상(Gold Award)을 수상한 이 담수화 시설은 홍콩 전체 담수 수요(85만 명)의 약 5%를 충당하게 되며, 본격 가동되면 하루 13만5천㎥의 생산 능력을 갖추게 된다.

쩡관오 담수화 플랜트는 파트너인 자딘 엔지니어링 유한회사(Jardine Engineering Corporation Limited), 중국 국가 건설 엔지니어링 유한회사(China State Construction Engineering Limited)와 함께 1단계의 설계, 건설, 운영 및 유지보수를 악시오나(ACCIONA)가 맡고 있다. 운영기간은 10년이며 5년 연장이 가능하다.

전처리된 해수는 역삼투압 담수화 기술을 채택하여 담수가 통과할 수 있지만 염분과 불순물이 남아있는 멤브레인을 통과하게 된다. 담수화된 해수는 이후 후처리 절차를 거쳐 홍콩의 다른 정수장에서 공급하는 수질과 동일하게 홍콩 식수기준에 완전히 부합하는 식수를 생산하게 된다. 악시오나는 전 처리 과정을 실시간으로 모니터링하고 있다.

향후 시설 확장을 위해 인접에 부지도 마련되었으며, 물 생산 능력은 홍콩 전체 담수 수요의 약 10%를 충족할 것으로 예상된다.

Tseung Kwan O desalination plant, awarded to ACCIONA, comes into service

The first stage of the Tseung Kwan O Desalination Plant, ubicated in Hong Kong, was commissioned last week, becoming a landmark for providing a new and stable water source that is not susceptible to climate change.   

During the commissioning event, a spokesman for the Water Supplies Department (WSD) said "the TKODP is the first waterworks in Hong Kong to adopt an advanced reverse osmosis desalination technology".

The plant, which recently won an award at the ICI Sustainable Construction Awards 2023, and will cover approximately 5% of Hong Kong's total freshwater demand (850,000 people), with a production capacity of 135,000 cubic meters per day when it will be fully operational.

The desalination plant was awarded to ACCIONA with its partners Jardine Engineering Corporation Limited and China State Construction Engineering Limited, for the design, construction, operation and maintenance of the first phase. The contractual operation period is ten years with a possible extension of five years.

Adopting the reverse osmosis desalination technology, pre-treated seawater will pass through membrane which allows fresh water to pass through but retains salts and impurities.

Desalinated seawater will then undergo post-treatment procedures to produce drinking water fully meeting Hong Kong Drinking Water Standards on par with the quality of water supplied by other water treatment works in Hong Kong. There will be real-time monitoring of the whole treatment process.

The adjacent site is also earmarked for future expansion, with a water production capacity that will meet around 10 per cent of the overall fresh water demand in Hong Kong.
