필리핀 마닐라시 서부지역의 민간 수도사업자인 메이닐라드 워터 서비스(Maynillad Water Services, Inc, Maynilad)는 노후화된 배관망과 만연한 불법 연결로 인해 물 손실이 가장 큰 마닐라시에서만 무수수량(Non-Revenue Water, NRW) 관리 프로그램을 위해 2023년부터 2027년까지 27억 페소(약 4천800만 달러)를 지출하고 있다.

이 금액 중 24억 페소(PESO)는 노후수도관 교체사업에 사용되고, 1억5천100만 페소는 누수 수리에 사용된다. 나머지 1억9천만 페소는 상수도 네트워크 진단 및 누수 감지 등의 활동에 사용되고 있다.

메이닐라드(Maynilad)의 랜돌프 T. 에스트렐라도(Randolph T. Estrellado) 최고 운영 책임자는 “이 지역은 우리가 필리핀 정부로부터 위탁받은 수도관 네트워크의 가장 오래된 부분이 있는 마닐라시이다”라면서 “이 지역의 물 손실을 줄이기 위해, 우리는 이미 2007년부터 701 킬로미터(km)의 노후관을 교체했다”고 가 말했다.

 에스트렐라도 책임자는 이어 “마닐라 지방정부의 허가증 발급과 수도관 교체 및 누수 수리 사업을 위한 교통관리에 대한 지원이 확대된 덕분에 이러한 성과가 가능했다”고 덧붙였다.

마닐라시에 대한 27억 페소 할당은 2023년부터 2027년까지 메이닐라드의 165억 페소(2억 9천500만 달러) NRW(무수수량) 관리 프로그램의 일부이며, 이는 마니라 서부 지역의 물 손실을 더욱 줄이는 것을 목표로 한다.

메이닐라드는 고객 기반 측면에서 필리핀에서 가장 큰 민간 수도사업자다. 메이닐라드는 마닐라(San Andres 및 Sta. Ana 일부 제외), 케손시티(서부)로 구성된 광역 마닐라 지역 서부 지역의 수도권 상하수도 시스템(MWSS)의 운영권자이다.

Maynilad allots USD 48M to reduce water losses in Manila City

West Zone concessionaire Maynilad Water Services, Inc. (Maynilad) is spending P2.7 billion (about USD 48 million) for the period 2023 to 2027 for its Non-Revenue Water (NRW) Management Program in the City of Manila alone, where water loss is the highest due to an aging pipe network and rampant illegal connections.

Of the said amount, P2.4 billion will go towards pipe replacement projects, while P151 million will be used for leak repairs. The remaining P190 million will be spent for network diagnostics and leak detection, among other activities. 

“It is in Manila City where the oldest section of the pipe network that we inherited from the government is located. To reduce water losses in this area, we have already replaced 701 kilometers of old pipes since 2007,” said Maynilad Chief Operating Officer Randolph T. Estrellado.

He added that this accomplishment was made possible thanks to the assistance extended by the local government of Manila on the issuance of permits and the management of traffic for pipe replacement and leak repair projects.

The P2.7 billion allocation for the City of Manila is part of the P16.5-billion (USD 295 million) NRW Management Program of Maynilad for 2023 to 2027, which aims to further reduce water losses in the West Zone. 

Maynilad is the largest private water concessionaire in the Philippines in terms of customer base.  It is the concessionaire of the Metropolitan Waterworks and Sewerage System (MWSS) for the West Zone of the Greater Manila Area, which is composed of the cities of Manila (all but portions of San Andres & Sta. Ana), Quezon City (west of San Juan River, West Avenue, EDSA, Congressional, Mindanao Avenue, the northern part starting from the Districts of the Holy Spirit & Batasan Hills), Makati (west of South Super Highway), Caloocan, Pasay, Paranaque, Las Pinas, Muntinlupa, Valenzuela, Navotas and Malabon, all in Metro Manila; the cities of Cavite, Bacoor and Imus, and the towns of Kawit, Noveleta and Rosario, all in the Cavite Province.
