빌&멜린다 게이츠 재단(Bill & Melinda Gates Foundation)은 아프리카 도시 위생 개선에 자금을 지원하는 ‘아프리카 도시 위생 투자 이니셔티브(African Water Facility for Africa Urban Sanitation Investment Initiative, 이하 AUSII)’의 운영을 돕기 위해 아프리카 물 시설(African Water Facility, 이하 AWF)에 600만 달러를 기부했다.  

AWF는 아프리카 물 개발 활동에 자금을 지원하기 위해 2004년 아프리카 물 장관 협의회(AMCOW)의 주도로 설립됐으며, 아프리카 개발은행(ADB)이 주최 및 관리한다. 

AUSII는 최근 47%의 비율로 빠르게 도시화하고 있는 아프리카에서 안전한 위생시설에 대한  접근성을 향상시킨다. 

아프리카 대륙 전역에서 최소한의 위생시설을 이용할 수 있는 인구는 45% 미만이며, 도시 건물의 약 90%는 하수도가 설치돼 있지 않다. 

이 이니셔티브는 도시의 현실에 맞는 다양한 솔루션(하수도, 중앙 집중식 또는 분산형)을 촉진하는 CWIS(City-wide Inclusive Sanitation)를 포함해 기후 회복성과 도시 위생 서비스의 확산을 지원하기 위해 자금을 조달한다. 

또한 아프리카 정부, 유틸리티, 지방자치단체, 민간부문 및 시민 사회 등이 취약 계층을 배려해 안전하고 지속 가능한 위생시설을 만들고 확대할 수 있도록 지원한다.

AWF와 빌&멜린다 게이츠 재단은 지난 2018년 우간다, 케냐, 잠비아, 가나, 모리타니, 코트디부아르, 토고 등 7개국에서 타당성 조사 및 설계를 통해 CWIS를 시범 운영하기 위해 1천450만 달러의 초기 기부 계약을 체결했다.  

그 결과 이들 도시에서 약 5억 달러의 다운스트림 투자로 도시 위생 서비스 프로젝트가 개발됐다. 이 프로젝트에는 개선되고 포괄적인 현장 위생, 배설물 슬러지 관리, 위생 마스터플랜 개발 및 투자 계획이 포함됐다.  

므체라 요하네스 치르와(Mtchera Johannes Chirwa) 아프리카 물 시설의 코디네이터는 “ 아프리카 물 시설 내에 새로운 도시 위생 전용 자금 조달 창구를 신설하게 돼 기쁘다”라며 “아프리카 물 시설은 빌&멜린다 게이츠 재단과의 강력한 파트너십을 통해 아프리카 국가의 도시 위생 개선을 목표로 하는 혁신적인 솔루션에 더 많은 자원을 할당할 것”이라고 말했다.

AUSII는 CWIS 프로젝트 준비, 기술 지원, 촉매 투자 및 투자 촉진을 지원한다. 운영 첫 10년 동안에는 운영비 3억2천만 달러, 투자금 70억 달러, 기후금융출처에서 10%의 투자 자금을 동원하는 것을 목표로 하고 있다. 이를 통해 약 1천500만 명의 사람들에게 혜택을 주는 최대 50개의 프로젝트 추진을 목표로 한다.

Bill & Melinda Gates Foundation commits $6 million to the African Water Facility for Africa Urban Sanitation Investment Initiative

The Bill & Melinda Gates Foundation has committed $6 million to the African Water Facility, to support the operationalization of the Africa Urban Sanitation Investment Initiative (AUSII) – a new financing window dedicated to improving sanitation in African urban cities.

The African Water Facility, a special project preparation fund established as an initiative of the African Ministers Council on Water (AMCOW), is hosted and managed by the African Development Bank.

The Africa Urban Sanitation Investment Initiative will come as a response to improve urban access to safely managed sanitation in Africa, which is rapidly urbanizing at a present rate of 47%. Across the continent, the percentage of the population with access to at least basic sanitation is below 45%, and around 10% of urban premises are served by sewerage systems, with 90% non-sewered sanitation.

The initiative will aim to respond to this challenge by using innovative financing approaches to support the deployment of climate resilient and inclusive urban sanitation services including the City-wide Inclusive Sanitation (CWIS) approach, which promotes tailored sanitation solutions such as onsite, and decentralized sanitation for cities and neighborhoods. The initiative will support African governments, utilities, municipal authorities, private sector, and civil societies to create and scale access to sanitation that is safe and sustainable with special consideration for the urban poor.

In 2018, the African Water Facility and the Bill & Melinda Gates Foundation signed an initial contribution agreement of $14.5 million to pilot CWIS through feasibility studies and design in seven countries – Uganda, Kenya, Zambia, Ghana, Mauritania, Cote d’Ivoire and Togo. This resulted in the development of urban sanitation service projects in these cities with an estimated downstream investment of $500 million and outcomes that include improved and inclusive on-site sanitation, faecal sludge management, development of sanitation masterplans and investment planning.

“We are delighted to be setting up the new urban sanitation dedicated financing window within the African Water Facility. We value the strong partnership that we hold with the Bill & Melinda Gates Foundation and this commitment will allow us to allocate more resources for innovative solutions aimed at improving urban sanitation in African countries,” said Mtchera Johannes Chirwa, Coordinator of the African Water Facility.

African Urban Sanitation Investment Initiative will provide support for preparation of CWIS projects, technical assistance, catalytic investments, and investment promotion. In the first 10 years of operation, it aims to mobilize $320 million for operations, $7 billion in investments, and 10% investment finance from climate finance sources. It targets up to 50 projects with benefit to an estimated 15 million people.

The Africa Water Facility is the only African project preparation Facility solely focused on addressing water and sanitation issues in Africa. To date, the Facility has financed 138 water and sanitation projects in 52 African countries.
